Politburo report on salary reform in May

The Government requested the Ministry of Home Affairs to complete the salary reform dossier to report to the Politburo in May, then implement the new salary regime.

The content of salary reform is stated in the Resolution of the regular Government meeting in April just issued. The Ministry of Home Affairs is assigned to closely coordinate with ministries, branches and localities to urgently complete the dossier. This will be the basis for developing legal documents to implement the new salary regime from July 1 under the direction of the Government.

In addition, the Government also requires ministries, branches and localities to promptly complete the approval of job positions with administrative agencies, organizations and public service units under their management.

Previously, concluding the regular Government meeting in April, Prime Minister Pham Minh Chinh requested relevant units to prepare carefully to report to competent authorities on the implementation of salary reform from July 1. He requested that prices not be increased suddenly, or that prices of many goods be increased at the same time, especially "not to increase prices at the time of salary increase".

The Ministry of Home Affairs is currently leading with other ministries and sectors to develop a salary reform project. The Chief of Office of the Ministry of Home Affairs said at a regular Government press conference that the Salary Reform Steering Committee has completed the dossier but is seeking the Prime Minister's opinion on a number of issues before reporting to the Politburo for consideration.

Issues to be consulted with the Prime Minister include unifying 5 salary scales, 9 groups of allowances for leadership and management positions, bonus regimes for armed forces; retaining salaries and incomes for cadres holding leadership and management positions when the arrangement "new salary is lower than the old salary".

The Ministry also asked for opinions on implementing a subsidy regime for officials and civil servants whose basic salary is lower than the minimum wage of region 1 (VND 4,960,000).

Currently, the salaries of cadres, civil servants, public employees, and armed forces members are calculated by multiplying the base salary (1.8 million VND) by the salary coefficient. The salary coefficient is calculated according to the rank of each group of civil servants.

From July 1, civil servants of type A (senior specialist or equivalent) have the highest salary of 14.4 million VND, the lowest is 3.8 million VND per month. Civil servants of type B (senior specialist or equivalent), the highest salary is 7.3 million VND; the lowest is 3.3 million VND. Civil servants of type C (specialist or equivalent), the highest salary is 6.5 million VND; the lowest is 2.4 million VND.

From mid-2024, cadres, civil servants, and public employees will be paid according to their job position instead of the current flat coefficient. It is expected that from 2025, salaries of cadres, civil servants, public employees, and armed forces will continue to increase by an average of 7% per year. The Government has allocated a source of 560,000 billion VND, ensuring enough for salary reform until 2026.
