The level of satisfaction of organizations and citizens with the government in handling administrative procedures in Gia Loc is increasingly increasing.

Married nearly a year ago, Mr. Vu Huy Kien (in Dong Thuong village, Dong Quang commune) and Ms. Pham Thi Thuong (in Quang Minh commune) are still emotional when remembering the day they registered their marriage at the Dong Quang commune People's Committee. After completing the procedures, the couple was solemnly presented with a marriage certificate, a congratulatory card and a photo by the commune People's Committee leader. "I never thought I would take a photo of the moment I received this important paper. The action of the Dong Quang commune officials, although simple, showed their thoughtful care for citizens," said Mr. Kien.

Dong Quang commune leaders presented marriage certificates and congratulatory letters to Mr. Vu Huy Kien and Ms. Pham Thi Thuong.

Since 2021, the People's Committee of Dong Quang commune has made the granting of certificates, congratulatory letters for marriage registration, birth registration, condolences... to citizens one of the criteria for building a friendly government, receiving the consensus and support of the people.

Each commune in Gia Loc district has a different way of building a friendly government. Mr. Nguyen Van Xuan, Chairman of the People's Committee of Toan Thang commune, said that grasping the thoughts and aspirations of the people to thoroughly resolve them, without creating conflicts or complaints, is what the People's Committee of the commune, the head and the organizations regularly do. "I often go to the grassroots to grasp the situation and coordinate to handle it most effectively. Recently, when I heard that Mr. PVX and his wife in Bai Thuong village, despite their old age, wanted to divorce due to conflicts in their life. I found out the cause, advised them and now the couple are living together. There are no complicated incidents or conflicts in the locality," Mr. Xuan said.

Positive change

Implementing the Resolution of the 26th District Party Congress for the 2020-2025 term, the Gia Loc District Party Executive Committee issued the Project "Building a friendly government in the district for the period 2021-2025". The District People's Committee issued a plan to implement the project and disseminate the content, specific tasks, time and progress of completion, and responsibilities to each agency and unit. During the implementation process, 7 Party Committees of communes and towns developed specialized resolutions on leadership and direction of the project implementation.

To put the building of a friendly government into order, every year the District People's Committee establishes an inspection team, announces the results, and requires agencies and units to have a plan to handle and report the results of overcoming the limitations pointed out.

With the participation of all levels and sectors, the construction of a friendly government in Gia Loc has achieved positive results. In 2022, the district's administrative reform index reached 86.63 points, ranking 5th in the province. The satisfaction level of organizations and citizens with the government in handling administrative procedures at the district level reached 92%, exceeding the project target by 2%; the commune level reached nearly 93%, the target of reaching 90% or more.

Through contacts and dialogues, many issues raised by the people have been resolved by the Party Committee and authorities at all levels of Gia Loc district.

In implementing public service culture and democratic laws, cadres and civil servants must comply with regulations on working hours, wear badges, dress politely, neatly, and in accordance with good customs and traditions, and behave and serve the people properly.

Ms. Nguyen Thi Yen, an office worker - statistician of Dong Quang commune, said: "When citizens come, we flexibly handle the work to ensure the highest efficiency. If there is any negligence, we are ready to apologize and correct the limitations."

The district level as well as the communes and towns of Gia Loc have arranged regular citizen reception schedules and organized meetings and dialogues between the heads of the Party Committee and the government and the people. From 2021 to July 19, Gia Loc has organized 82 meetings and dialogues between the heads of the Party Committee and the government and the people. The heads have received, explained, and directly responded to many opinions and recommendations within their authority...

In addition to the achieved results, in the process of building a friendly government, Gia Loc district also encountered certain difficulties. Some party committees and commune and town authorities have not yet developed projects that are close to the district's goals. The role of the Vietnam Fatherland Front Committee and commune and town organizations in coordinating implementation is not clear. Commune and town party committees have not focused on thematic supervision of party committee members and party members in performing their assigned duties and tasks, especially in leading, directing and implementing the project... In the coming time, Gia Loc district will direct localities to overcome these limitations so that the building of a friendly government achieves the desired results.
