After 2 years of implementing Conclusion No. 01-KL/TW and the entire term of the 13th Party Congress on "Ho Chi Minh's ideology, morality, and style on self-reliance and aspiration to develop a prosperous and happy country", Hai Duong has achieved many positive results.

Promote the work of following Uncle Ho

During his lifetime, beloved Uncle Ho repeatedly advised on the importance of solidarity, overcoming difficulties, daring to think, daring to do, daring to take responsibility. He affirmed: “Solidarity is our invincible strength”, “Solidarity, solidarity, great solidarity. Success, success, great success”. Uncle Ho emphasized: “To progress, we must have a bold spirit, dare to think and dare to do”, “Each of us tries to fully perform the tasks assigned by the Party, so we fulfill our duties and that pride helps us progress forever”…

Imbued with his precious teachings, the Party Committee, government and people of Hai Duong regularly grasp, study and follow the ideology, morality and style of President Ho Chi Minh, including the ideology of solidarity, daring to think, daring to do, daring to take responsibility. After the Politburo issued Conclusion No. 01-KL/TW, dated May 18, 2021 on continuing to implement Directive No. 05-CT/TW, dated May 15, 2016 on "Promoting the study and following of Ho Chi Minh's ideology, morality and style", the Standing Committee of Hai Duong Provincial Party Committee promptly issued Plan No. 30-KH/TU, dated August 5, 2021 on implementing Conclusion No. 01-KL/TW. One of the three breakthrough tasks of this plan is "Improving the quality of human resources; creating strong changes in the team of leaders and managers; "Promoting the role of being a role model, being innovative, daring to think, daring to do, daring to take responsibility, daring to speak, daring to make creative breakthroughs and daring to face difficulties and challenges of leaders to meet development requirements in the new period". On that basis, the District Party Committees, Town Party Committees, City Party Committees and Party Committees directly under the Hai Duong Provincial Party Committee have developed plans to organize implementation at their levels and directed implementation at the grassroots level in a direction that closely follows the practical situation, political tasks, and specific characteristics of the locality and unit.

It can be affirmed that learning and following Ho Chi Minh's ideology on the spirit of solidarity, unity to overcome difficulties and challenges, upholding the exemplary role, daring to think, daring to speak, daring to do, daring to take responsibility in work for the common good, for the development of Hai Duong province has been focused on by the Party committees at all levels in the province right from the time of building and promulgating the plan.

Synchronous implementation

From May 2021 to April 2023, the Propaganda Department of Hai Duong Provincial Party Committee compiled 8 types of specialized learning materials with over 60,000 copies, distributed free of charge to Party cells, the Vietnam Fatherland Front and socio-political organizations to serve learning and activities. Among the topics, there are many topics about the spirit of solidarity, overcoming difficulties to develop, and the sense of responsibility of cadres and Party members.

Every year, the writing and implementation of the commitment to set an example according to Ho Chi Minh's ideology, morality and style is maintained by party members. The content of setting an example emphasizes the spirit of solidarity, overcoming difficulties and responsibility in performing assigned tasks, especially for leaders. In order to innovate the work of cadres, on August 15, 2021, the Standing Committee of Hai Duong Provincial Party Committee issued Project No. 02-DA/TU on "Building a team of leaders and managers at all levels, especially leaders with sufficient qualities, capacity and prestige to meet development requirements, period 2021-2030". This regulation aims to promote the vanguard and exemplary role of cadres and party members, especially key leaders at all levels, following Ho Chi Minh's ideology, morality and style. In 2022, the Standing Committee of the Hai Duong Provincial Party Committee approved 178 breakthrough and creative tasks for 90 leaders and managers, and in 2023, approved 170 breakthrough and creative tasks for 96 leaders and managers at all levels under the management of the Standing Committee of the Provincial Party Committee. According to the assessment of the Party committees at all levels, through the implementation of breakthrough and creative tasks, cadres have been proactive and active in performing their duties and tasks. The comrades who registered for breakthrough and creative tasks have specific products; along with that, a number of tasks, some problems and difficulties have been completely resolved.

Clear effect

Learning and following Ho Chi Minh's ideology on responsibility and solidarity is an important driving force for the entire political system and people in the province to perform well all tasks, contributing to economic, cultural and social development, maintaining security and national defense, and building the Party and political system increasingly clean and strong. The clear results shown through the mid-term review of the implementation of the resolutions of the Party Congresses at all levels recently have proven that.

The mid-term conference of the Provincial Party Committee, term XVII, held from July 6-7, 2023, unanimously assessed that over the past two years, despite facing many unprecedented difficulties and challenges, especially the Covid-19 pandemic, the Party Committee, government, people and business community in the province have joined hands and unanimously basically completed all aspects of work, notably controlling the Covid-19 pandemic well and recovering and developing the economy. Up to now, the whole province has achieved and exceeded 9 out of 19 main target groups according to the annual progress of the Resolution of the Provincial Party Congress for the term 2020-2025. The economy has clearly recovered, with the total product in the province (GRDP) in the period 2021-2023 estimated to increase by an average of 8.58%/year. The economic structure has shifted in a positive direction. Hai Duong has been recognized by the Prime Minister for completing the task of building new rural areas. Some targets of the Congress Resolution are likely to be exceeded by the end of the term. Many projects have been started and will be completed within the term, promising to create breakthrough development for the province. Social security policies are of interest. People's lives are increasingly improved. Party building, government, activities of the Fatherland Front and socio-political organizations have many innovations... The results achieved are the result of great efforts.

Take work efficiency and sense of responsibility as basic criteria in planning and using staff.

In addition to the achievements, the study, dissemination and implementation of Ho Chi Minh's ideology on solidarity, responsibility and setting an example for cadres and party members still have some limitations that need to be overcome. In some places, the implementation of studying and following Ho Chi Minh's ideology is still formal and ineffective. Some cadres and party members do not have a high sense of responsibility in their work, avoid, fear conflicts and shirk responsibility. Some tasks are still slow to be implemented, and the direction is not resolute... This situation has been pointed out by the Provincial Party Committee and the Standing Committee of the Hai Duong Provincial Party Committee early on, promptly rectified, and issued Notice No. 924-TB/TU, dated February 13, 2023 on a number of work contents that need to be focused on leading and directing to accelerate the implementation progress in the coming time and many other specific documents. Up to now, there have been many positive changes, gradually overcoming the situation of avoidance, fear of collision, and shirking responsibility in performing duties and tasks of a number of cadres and party members. Sense of responsibility and work efficiency will be the basic criteria to serve the mid-term vote of confidence and the work of planning and using cadres in the coming time, the term of the 18th Provincial Party Congress and the Provincial Party Congresses at all levels.

To effectively implement Plan No. 30-KH/TU of the Provincial Party Committee Standing Committee, especially President Ho Chi Minh's thoughts on solidarity, efforts to overcome difficulties, promoting the spirit of responsibility, daring to think, daring to do, it is recommended that Party committees at all levels, authorities, the Fatherland Front, socio-political organizations and people in Hai Duong province pay attention to implementing a number of important solutions. That is to regularly grasp, deploy and creatively apply a number of experiences that have been pointed out through the mid-term review of the 17th Provincial Party Executive Committee. Specifically, to raise the sense of responsibility, the spirit of self-criticism and criticism of cadres and party members, especially leaders, in rectifying and enhancing responsibility when handling work according to the direction of the Prime Minister in Official Dispatch No. 280/CD-TTg dated April 19, 2023. Innovating the Party's comprehensive leadership method with the political system; Grasp and implement well the principles of organization and operation of the Party, especially the principles of democratic centralism, solidarity and unity. Strengthen the great national solidarity bloc; mobilize the strength of the entire political system; focus on dissemination and propaganda to raise awareness, sense of responsibility, unity of cadres and Party members, solidarity to overcome difficulties and challenges, arouse the spirit of emulation, labor, creativity...

Party committees and authorities at all levels in the province need to actively direct and urge the implementation of breakthrough tasks registered annually. Continue to lead, direct and organize well thematic study in the activities of Party cells, the Fatherland Front and socio-political organizations associated with the use and regular recording of the Book of Good People and Good Deeds following Ho Chi Minh's ideology, morality and lifestyle. Strongly innovate the content, methods and forms of studying Ho Chi Minh's ideology, morality and lifestyle. Timely detect, commend and replicate good and creative practices in studying and following Uncle Ho. Regularly inspect and supervise the implementation of regulations on setting good examples by cadres and party members; resolutely handle cases of degradation and violations.
