In Hai Duong, learning and following Uncle Ho's example through innovative and creative actions has contributed to creating positive changes in the implementation of tasks at Party committees, units and localities.

Breakthrough

Over the past two years, the Standing Committee of Kim Thanh District Party Committee has focused on leading, directing, and organizing the implementation of 5 breakthrough tasks and achieved many positive results. Choosing administrative reform as one of the breakthrough tasks in 2022, the Standing Committee of the District Party Committee focused on leading and directing the promotion of administrative procedure reform, improving the quality of cadres, civil servants, and public employees in performing public duties. With drastic and synchronous solutions, Kim Thanh has made a breakthrough when it rose from the 10th ranked locality in 2021 to the 2nd ranked locality in the 2022 Administrative Reform Index. Implementing the breakthrough task is to focus on mobilizing resources to develop a synchronous and modern infrastructure system; Prioritizing investment in the construction of key projects, up to now, Kim Thanh district has also started, upgraded, repaired and completed and put into use 15 projects and project items invested by the district, reaching over 65% of the term plan. Kim Thanh is also the first locality in the province to start a key provincial project assigned to the district as the investor. That is the construction of the East-West axis road of the district (phase 1) with a total investment of over 232 billion VND. Comrade Nguyen Ngoc Tuyen, Standing Deputy Secretary of the Kim Thanh District Party Committee, said: "Implementing breakthrough work is a quantitative measure, evaluating the results and effectiveness of studying and following Ho Chi Minh's ideology, morality and style of the Party organization, cadres and Party members. The Standing Committee of the District Party Committee will continue to select and direct Party committees at all levels to register specific, breakthrough tasks to overcome limitations, weaknesses, outstanding and urgent issues to focus on solving".

The East-West axis road project of the province is one of the three key projects of the province in the 2020-2025 term. In 2023, the leaders of the Provincial Construction Investment Project Management Board chose to direct and manage the investment and construction of the above project to ensure progress and quality as a breakthrough task to focus on implementation. To achieve the above goal, the unit is focusing on urging the construction progress, closely following the site, grasping and coordinating with contractors to promptly remove difficulties and obstacles in the implementation process, limiting the impact on progress. Comrade Le Anh Tuan, Deputy Director of the Provincial Construction Investment Project Management Board, said: “We are focusing on coordinating with localities to completely resolve problems related to site clearance. Currently, on the two sections of the project, contractors are simultaneously organizing 10 construction teams to ensure progress. The Bac Hung Hai bridge project on the route is also focusing on pile drilling, bored drilling, and pouring concrete bridge piers, striving to complete in February 2024 on schedule.”

Change

In Nam Sach district, after more than a year of focusing on leadership and direction to implement the breakthrough work of classifying, collecting and treating domestic solid waste in 85% of villages, residential areas and 82% of households in the district, up to now, 100% of villages, residential areas and households have classified, collected and treated domestic solid waste at the source (exceeding 15% of villages, residential areas and 18% of households compared to the set target).

In Thanh Ha district, along with a number of breakthroughs in socio-economic development, the Standing Committee of the District Party Committee has focused on leading and directing the implementation of strengthening party organizations and party members in commune and town health stations in the district. With specific and effective solutions and instructions, up to now, the whole district has consolidated and established 19 health station party cells in 19 out of 20 communes and towns in the district.

To achieve the above results and create changes in the whole province, in August 2021, the Standing Committee of the Hai Duong Provincial Party Committee issued Plan No. 30-KH/TU on implementing Conclusion No. 01-KL/TW of the Politburo. The Provincial Party Committee requested Party committees at all levels, authorities, the Vietnam Fatherland Front, sectors and organizations to clearly identify key issues, key breakthroughs and creative tasks; limitations, outstanding concerns, bottlenecks, and long-standing problems of localities, agencies and units. From there, select a number of key tasks to register for implementation to overcome and create clear changes. Based on the policies and work groups of the Provincial Party Committee Standing Committee, in 2022 and 2023, the Standing Committees of District Party Committees, City Party Committees, and Party Committees directly under the Provincial Party Committee have proactively registered and focused on implementing 78 breakthrough tasks.

For individuals, the Standing Committee of the Hai Duong Provincial Party Committee requires that every year, leaders and managers from the deputy department head level and above must register to set an example, focusing on solutions to overcome the limitations and shortcomings pointed out in the previous year; register 1-2 breakthrough, creative, urgent tasks to submit to competent authorities for approval and assignment of tasks. In 2022 and 2023, leaders and managers at all levels under the management of the Standing Committee registered and carried out 348 breakthrough, creative tasks.

The identification and good implementation of breakthroughs have contributed to promptly resolving many outstanding, pending cases that have caused public outrage; the capacity and responsibility of cadres, civil servants and public employees have been gradually improved... However, along with the achieved results, the Standing Committee of the Provincial Party Committee assessed that the identification of key and breakthrough tasks in some units, localities and some individual Party committees is still not really clear. Some local Party committees and units have not clearly assigned people, tasks and responsibilities in implementing breakthrough tasks. The implementation plan in some places is not close to the practical situation of the locality and unit, and has not gone into depth to resolve urgent and outstanding issues.

The achievements and limitations pointed out are important premises and lessons for the Party committees at all levels in Hai Duong province to continue to concretize studying and following Uncle Ho's teachings with more practical actions, demonstrating "words go hand in hand with actions", focusing on speeding up progress and thoroughly implementing breakthrough tasks in 2023.
