25 localities have not completed the project to arrange administrative units at district and commune levels.

The Ministry of Home Affairs has proactively urged localities to urgently complete the Project "Rearranging administrative units at district and commune levels for the period 2023 - 2025".

To date, 53 provinces and cities implementing the arrangement of district and commune-level administrative units in the 2023-2025 period have completed the overall plan. Of which, the district level will arrange 49 units, including 9 units subject to arrangement, 40 encouraged and adjacent units, and after the arrangement, it is expected to reduce 12 units. The commune level will arrange 1,247 units, including 745 units subject to arrangement, 502 encouraged and adjacent units, and after the arrangement, it is expected to reduce 624 units.

By the end of June 2024, the Ministry of Home Affairs had received 28/53 dossiers requesting the rearrangement of administrative units of provinces and centrally run cities. In which, the Ministry presided over the appraisal and completion of the Project for submission to the Government for submission to the National Assembly Standing Committee for consideration and approval of the Project of 5 provinces: Nam Dinh, Tuyen Quang, Soc Trang, Can Tho, Ninh Thuan. There are 9 localities that are completing the Project after appraisal, including: Thai Nguyen, Vinh Phuc, Phu Yen, Hai Duong, Quang Tri, Ca Mau, Yen Bai, Binh Dinh, Tien Giang.

14 localities are completing documents for appraisal, including surveys in Lao Cai, Thua Thien - Hue, Quang Ninh; 11 localities are completing documents: Thai Binh, Hanoi, Dien Bien, Bac Giang, Nghe An, Quang Binh, Hung Yen, Ben Tre, Quang Ngai, Dong Nai, Khanh Hoa. The remaining 25 provinces and cities are urgently building and completing the Project.

The Ministry of Home Affairs has advised the Steering Committee to evaluate the results of the implementation of the arrangement of district and commune-level administrative units in the period of 2023 - 2025, on that basis, proactively coordinate with the National Assembly's Law Committee and the Ministry of Construction to draft a document to submit to the Government (the dossier has been appraised) to submit to the National Assembly Standing Committee for consideration and issuance of a Resolution to remove difficulties and obstacles for localities regarding legal provisions related to urban classification, standards of administrative units, classification of administrative units, and funding.

The Ministry of Home Affairs also submitted to the National Assembly Standing Committee for approval two resolutions on the establishment of An Dien and An Tay wards in Ben Cat town and the establishment of Ben Cat city in Binh Duong province; the establishment and arrangement of wards in Go Cong town and the establishment of Go Cong city, Tien Giang province; and the decision to recognize the quantity and quality of records and maps of administrative boundaries at all levels in Binh Thuan, Son La and Bac Giang provinces.

The Department of Home Affairs of localities has actively advised the Provincial People's Committee to effectively perform tasks in the field of local government, including the key task of arranging administrative units at district and commune levels in the period of 2023 - 2025, typically: Nam Dinh, Tuyen Quang, Hanoi, Thua Thien - Hue, Soc Trang, Thai Nguyen, Vinh Phuc, Can Tho, Phu Yen, Tien Giang, Hai Duong.
