The Prime Minister requested a review of the handling of assets and offices of agencies and organizations in administrative units.

On the morning of August 29, the Prime Minister signed Official Dispatch No. 771/CD-TTg on reviewing the handling of assets and working offices of agencies and organizations in administrative units that have been reorganized in the 2019-2021 period and the implementation plan for the 2023-2030 period.

The dispatch stated: Implementing the Resolution of the Politburo, the Resolutions of the National Assembly Standing Committee, the Government issued Resolution No. 117/NQ-CP dated July 30, 2023 on the Plan to implement the arrangement of district- and commune-level administrative units for the period 2023 - 2025, the Prime Minister issued Official Dispatches No. 557/CD-TTg dated June 18, 2023, Official Dispatch No. 616/CD-TTg dated July 4, 2023 and organized a national online conference on July 31, 2023 to implement the arrangement of district- and commune-level administrative units for the period 2023 - 2030; at the same time, directing ministries and ministerial-level agencies to issue documents within their authority to guide the implementation.

In the process of implementing the arrangement of administrative units at district and commune levels in the period of 2019 - 2021, there are still some limitations, difficulties and obstacles in handling assets and working offices of agencies and organizations. To overcome the shortcomings and limitations in the period of 2019 - 2021 and continue to arrange and reorganize public offices economically, effectively and avoid waste in the period of 2023 - 2030, the Prime Minister requests:

1.Chairmen of People's Committees of provinces and centrally run cities urgently direct the review, list and assessment of the current status and use of public headquarters in administrative units (including units that have been rearranged in the period of 2019 - 2021 but have not yet been effectively arranged and used, and units expected to be rearranged in the period of 2023 - 2030); promptly review, adjust and update land use planning and plans to serve the rearrangement and handling of headquarters; direct agencies, organizations and units directly managing to urgently develop a plan for arrangement and handling and report to the Prime Minister on the implementation of the plan for arrangement and handling before September 30, 2023. At the same time, balance and arrange budget resources to invest in repairing, renovating and upgrading working offices that continue to be used to serve the operations of administrative units formed after the arrangement in accordance with the planning and actual conditions of the locality.

2.The Ministry of Finance, the Ministry of Justice, the Vietnam Social Security and other central ministries and agencies with headquarters and vertical units located in district- and commune-level administrative units that are being reorganized in the 2019-2021 period and are no longer in urgent need of use shall transfer their headquarters and real estate to the People's Committees of provinces and centrally run cities for effective arrangement, management and use, avoiding waste, negativity and corruption; closely coordinate with localities to proactively develop plans for the arrangement and reorganization of public headquarters in administrative units expected to be reorganized in the 2023-2030 period.

3.Minister of Finance:

Based on practical requirements, research and propose to develop a Decree to replace Decree No. 167/2017/ND-CP and Decree No. 67/2021/ND-CP of the Government and related legal documents to facilitate the handling of assets and working headquarters of agencies and organizations in administrative units implementing the arrangement.

Urgently provide guidance on the handling of assets and working offices of agencies and organizations at district and commune-level administrative units, ensuring compliance with legal regulations, simple administrative procedures, shortening implementation time, avoiding waste, loss, corruption, negativity or damage or deterioration of assets and headquarters. Thereby, quickly overcome the situation: The working offices of agencies and organizations in some localities after the rearrangement of administrative units still have to maintain 2-3 working offices; even in some places, some headquarters are left empty, the locality does not have funds for maintenance, repair, and protection, leading to deterioration, damage, loss and waste; organizing the liquidation and auction of some headquarters and surplus public assets after the rearrangement still faces many difficulties. Collect, report, evaluate the results of the guidance and organize the implementation for the Prime Minister in October 2023.

4.The Minister of Home Affairs, the Minister of Finance, and the Chairmen of the People's Committees of provinces and centrally run cities, according to their functions, tasks, and powers, shall preside over and guide the arrangement and assignment of redundant headquarters within their authority; the Ministry of Home Affairs shall preside over and promptly summarize difficulties and inadequacies in the implementation of administrative unit arrangement, including the arrangement and assignment of public headquarters of agencies and organizations to report to the Prime Minister for consideration before September 30, 2023.

5.The Government Office monitors and urges ministries and localities to implement this Official Dispatch, and reports to the Prime Minister any problems and difficulties in the implementation process for timely resolution and handling.
