53 commune-level administrative units in Hai Duong have special policy factors when implementing the arrangement.

In the period of 2023 - 2025, Hai Duong province has 56 commune-level administrative units to be reorganized (3 wards, 5 towns, 48 ​​communes). Through the review at the request of the Ministry of Home Affairs, the whole province has 53 units with special policy factors when implementing the reorganization. Of which, 5 units are Heroes of the People's Armed Forces, including Cong Hoa, Lai Vu (Kim Thanh), Nhat Tan, Tan Tien (Gia Loc) communes and Ninh Giang town; 37 communes meeting new rural standards; 10 communes meeting advanced new rural standards and 1 model new rural commune.

Units with the above specific policy factors are enjoying the policies of the National Target Program on new rural construction for the period 2021 - 2025; advanced new rural areas, model new rural areas.

According to the Department of Home Affairs, after the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units in the 2023-2025 period in Hai Duong province takes effect, the People's Committee of Hai Duong province will direct the People's Committees at the district level, relevant agencies and units to coordinate with the People's Committees of communes formed after the arrangement to review and evaluate the standards and conditions to submit to competent authorities for consideration and decision on the continued enjoyment of special regimes and policies according to the provisions of Resolution No. 35/2023/UBTVQH15 dated July 12, 2023 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in the 2023-2030 period and guiding documents of competent authorities.
