The above incident caused panic among the people, leading to excessive purchase and preparation of food, foodstuffs, and essential supplies beyond the necessary level, affecting security and order.

In fact, the authorities have checked and monitored until noon on September 10, all the dikes in Hai Duong province have not been broken, are still strictly protected and safe; some minor incidents have been handled immediately.
