General Secretary and President To Lam noted the need to mobilize the cooperation of the whole society and organize a campaign to raise funds to support people and businesses in localities affected by storm No. 3.

Meeting of the Politburo and Secretariat to direct the focus on overcoming the consequences of floods caused by storm No. 3 and proactively responding to floods and landslides in the coming time

On the afternoon of September 9, at the Party Central Committee headquarters, the Politburo and the Secretariat held a meeting to direct efforts to overcome the consequences of floods caused by storm No. 3 and proactively respond to floods and landslides.

Storm No. 3 is the biggest storm in the past 30 years in the East Sea, and in 2024 alone, the world has recorded the strongest storm to date. Therefore, the storm making landfall in Vietnam caused extremely heavy damage.

Due to the long duration of the storm and the sustained intensity of the storm, very strong gusts of wind have damaged many houses; low-voltage power poles have fallen; many shops, offices, and schools have had their roofs blown off or damaged; many advertising signs, telecommunications poles, and mobile broadcasting stations have been broken; urban trees have been uprooted or broken on roads in the provinces and cities of Quang Ninh, Hai Phong, Hai Duong, and Hanoi... Localities are continuing to review and count the damage.

At the meeting, after listening to a representative of the Party Central Office quickly report on the damage after storm No. 3, the Politburo discussed and assessed the work of flood and storm prevention in recent days, considered possible risks and directed the tasks that need to be focused on immediately, as well as the work that needs to be prepared for the long term.

The unified guiding spirit is that the entire political system and people must not be subjective, increase vigilance, proactively develop plans to deal with unusual and dangerous weather developments; and mobilize maximum resources to ensure safety and stabilize people's lives.

To ensure the safety of the people, all for the sake of the people's lives above all, first of all, the Politburo and the Secretariat require all levels and sectors to continue to focus highly on implementing plans and solutions to overcome the consequences caused by storm No. 3 with 5 goals: First, focus highly on rescuing people, checking and searching for missing people; treating the injured, especially those who are seriously injured; taking care of the funerals of the unfortunate. Second, no one is left without food, clothing, shelter, or a place to rely on; no students are left without classes or schools; no sick people are left without a place to see a doctor. Third, overcome problems with electricity, water, telecommunications and other areas to serve leadership, direction, production and business and people's lives. Fourth, accurately and objectively count the damage to have appropriate, effective and timely solutions. The fifth is to respond to the consequences of storm circulation such as flash floods, landslides, subsidence, etc.

Concluding the meeting, General Secretary and President To Lam, on behalf of the Politburo and the Secretariat, commended the efforts and determination of the Government, the Prime Minister, ministries, branches, localities, military forces, police and people in the prevention and control of the recent storm No. 3. Press agencies and media have actively promoted the warning and helped people proactively respond early and from afar.

The General Secretary and President sent condolences to the relatives and families of the comrades who died while on duty; and shared the loss and pain of the families who lost their lives and suffered heavy damage due to storm No.

In the face of continuing heavy rain, the General Secretary and President requested the Government, ministries, branches and localities to continue to mobilize maximum resources and forces to respond and minimize possible damage. In the immediate future, localities in storm-affected areas should limit other activities, focus on relief and rescue; deploy plans to reach people to support food and clean water to help people overcome difficult times. Use means and measures to quickly access areas cut off by floods. In addition to the tasks assigned according to their functions and tasks, each ministry, branch, locality and force must proactively follow up to implement, not waiting for instructions and support.

Localities across the country should promote the spirit of solidarity, mutual love, and support localities facing difficulties, clearly assigning support to key areas of damage and danger, providing adequate food and necessities, not allowing any people to go hungry; promptly supporting families in difficulty, with the elderly, children, and the sick, etc. In addition to promptly supporting and caring for people's lives, it is necessary to pay full attention to means, essential supplies, and food for the forces on duty.

The General Secretary and President pointed out that it is necessary to continue to inspect bridges, dykes, and dikes, and detect areas at high risk of landslides for timely reinforcement. Localities need to coordinate well in flood discharge; promptly restore traffic, communications, and electricity; continue to mobilize military, police, medical, and traffic forces to focus on relief, rescue, and relief, especially in difficult areas; restore medical and educational facilities, and ensure hygiene and environmental protection to prevent and control epidemics.
