Hai Duong Provincial People's Procuracy effectively performs two breakthrough tasks

Focus on supervising administrative cases and civil cases

In 2024, the Provincial People's Procuracy continues to identify the task of prosecuting the settlement of administrative cases, civil cases, commercial business, labor cases and other matters as prescribed by law as a key breakthrough task.

The unit has developed two implementation plans with specific measures such as selecting and arranging sufficient numbers, prioritizing the selection of prosecutors and inspectors with qualifications and experience to do this work; strengthening inspection and guidance from leaders for prosecutors and superiors for subordinates. The unit has also proactively reviewed and coordinated with the court at the same level to amend and supplement the coordination regulations in the settlement and prosecution work. In order to promote self-study, research, and improve the professional skills of prosecutors, the Provincial People's Procuracy organized a contest "Developing a prosecutor's speech at the first instance trial of administrative cases, civil cases and family affairs". In particular, improving the quality of the research and criticism team's activities in the prosecution of the settlement of administrative cases and civil cases. Strengthening the notification of experience sharing so that the People's Procuracy at two levels can identify violations, improve the quality of protests, and make recommendations to request correction of violations...

The Chief Prosecutor of the People's Procuracy at two levels directly directs the work of supervising the settlement of administrative and civil cases; regularly urges and inspects the implementation of work targets of each unit and individual; promptly grasps and directs the resolution of difficulties and problems.

In the first 6 months of 2024, the industry coordinated with courts at the same level to organize 51 experience-sharing sessions, including 4 extended experience-sharing sessions. Through inspection, the unit issued 3 protests and 115 recommendations (an increase of 39 recommendations compared to the same period last year), including 53 preventive recommendations to other agencies and organizations; issued 102 requests for the court to supplement evidence. The rate of civil protests accepted by the court reached 100%, and all recommendations and requests were accepted and implemented.

Promoting digital transformation

The Provincial People's Procuracy identified the second breakthrough task as applying information technology and digital transformation to improve work quality and efficiency.

The People's Procuracy at two levels in the province actively and proactively invested in information technology infrastructure systems to serve online conferences and professional activities such as upgrading internet lines, sound systems, equipping recording machines, dehumidifiers, large capacity portable hard drives, DVDs to serve database backup, recording files, digitized records; equipping 100% copyrighted anti-virus software.

The unit launched an emulation movement to promote the application of information technology and promote digital transformation in the Hai Duong procuracy. The Provincial People's Procuracy maximizes the processing of records and documents in the online environment. Internal management and direction activities are carried out on an online platform. 100% of non-confidential records and documents of the two-level procuracy units are transmitted and implemented in electronic form. Over 90% of meetings, briefings, conferences and seminars are conducted online. The unit has deployed, organized training and provided direct guidance to management leaders in the use of digital signatures, which is currently being implemented synchronously at the two-level Procuracy.

From investment, upgrading, active training and guidance, up to now, the Provincial People's Procuracy has regularly and effectively used the industry's common software such as building electronic receipt books in professional work stages; civil case management software (over 90% of civil cases and matters are fully updated in the software). 100% of the two-level People's Procuracy units implement software such as managing executive documents, official mailboxes, complaints and denunciations...

In the first 6 months of 2024, the Provincial People's Procuracy digitized 480 cases (an increase of 291 cases compared to 2023). Documents and visual evidence were published at 53 court sessions (an increase of 12 sessions compared to 2023). The two-level People's Procuracy also actively applied Xmind software in building mind maps to report cases in 380 cases (an increase of 154 cases compared to 2023); coordinated with the court sector to organize 97 online court sessions (an increase of 8 sessions compared to 2023)...

With the above outstanding results, in the first 6 months of 2024, the Provincial People's Procuracy was awarded 1 extraordinary certificate of merit by the Chairman of the Provincial People's Committee in resolving criminal cases; 12 collectives and 34 individuals were proposed to be awarded certificates of merit by the Supreme People's Procuracy.
