Prosecution of Nguyen Van Huong - security guard of the People's Credit Fund of Ngo Quyen commune (Thanh Mien) for defrauding nearly 10 billion VND

Huong is a security guard and driver of the People's Credit Fund of Ngo Quyen commune. Needing money to spend and pay debts, Huong thought of ways to defraud and appropriate other people's property.

In January 2020, Huong lied that he needed money to pay off a debt for a customer that Huong personally reviewed the application to ensure it was on time, not affecting his own competition, and borrowed money from Ms. Nguyen Thi T. in Viet Hoa ward (Hai Duong city). Ms. T. thought it was real and lent Huong 3.1 billion VND.

On April 15, 2022, Huong continued to tell Ms. T. that the inspector was auditing loan records at the credit fund and found that some of the records that Huong had approved for loans were not used for the intended purpose, so the loan had to be recovered before the due date. If the loan was not recovered, Huong would lose his job. Huong told Ms. T. to lend money to customers to pay the credit fund, then Huong would make another loan record for the customer to get the money to pay Ms. T. Trusting her, Ms. T. continued to lend Huong 6.5 billion VND.

Receiving a total of 9.6 billion VND from Ms. T., Huong used it to pay debts to many people, for personal expenses, and to pay Ms. T. 197.8 million VND. When he was repeatedly asked for money, Huong borrowed and transferred nearly 1.2 billion VND to Ms. T.

On August 2, 2022, Huong resigned from the People's Credit Fund of Ngo Quyen commune, changed his phone number, cut off contact with Ms. T. and left the area. On November 17, 2023, Huong was arrested.
