Currently, some localities have established inspection teams to implement regulations on extra teaching and learning after Circular 29 of the Ministry of Education and Training took effect.
Recently, the Ho Chi Minh City Department of Education and Training has established 5 inspection teams to inspect the implementation of Circular 29 on extra teaching and learning at public secondary and high schools and extra teaching facilities in 22 districts. These inspection teams will also check whether life skills centers are implementing the licensed content or not.
In addition, districts in Ho Chi Minh City have established inspection teams for extra teaching. The Department of Education and Training of District 10 will inspect public schools in the district, including review sessions for 9th grade students to prepare for the 10th grade entrance exam, in March and April.
District 12 also established a team to inspect extra teaching and learning activities in the area in February 2025, and handle violations according to its authority. The Department of Education and Training is responsible for presiding over and coordinating with the People's Committees of wards to establish inspection teams.
Previously, the Department of Education and TrainingHai Phong established 3 teams to conduct surprise inspections of schools in all districts regarding compliance with regulations on extra teaching and learning according to Circular 29, from February 14 to the end of February. Two deputy directors of the Hai Phong Department of Education and Training and a department head under the Department will head the teams, responsible for organizing surprise inspections of schools in the assigned districts.
On February 20, the Ministry of Education and Training decided to establish an inspection team to inspect the implementation of Circular No. 29 regulating extra teaching and learning, which will be implemented from February 20 to March 20. The team is led by Deputy Minister of Education and Training Pham Ngoc Thuong, with 2 deputy heads and 7 other members. Hanoi is the first locality to be inspected. After Hanoi, the team will continue to work with other provinces and cities.
Deputy Minister of Education and Training Pham Ngoc Thuong, Head of the inspection team of the Ministry of Education and Training, emphasized the viewpoint that "Circular 29 aims to eliminate extra teaching and learning in schools" and expressed the hope that officials and teachers would fully recognize the consequences and harms of extra teaching and learning for students and teachers themselves, in order to seriously implement the circular.
The Deputy Minister requested that all levels of management thoroughly grasp the "5 no's" viewpoint and effectively implement the "4 upholds".
5 no's include: no "beating the drum and leaving the drumstick", no compromise, no tolerance, no distortion, no saying it's difficult but not doing it.
The four values to be emphasized are: the role of educational managers at all levels; teachers' self-respect, self-esteem, and devotion to students; students' self-awareness and self-study; and the role of the school-family-society relationship.
