Commune-level health stations in Hai Duong are having difficulty identifying drug addicts.

On November 20, the Legal Committee of the Hai Duong Provincial People's Council supervised the implementation of policies and laws on drug prevention and control in the province, period 2021-2024 at the Public Security of Thanh Ha and Nam Sach districts.

At the monitoring session, representatives of the units said that currently determining drug addiction status at commune-level health stations is facing many difficulties.

Medical stations in many communes and towns do not have adequate security and order conditions to accommodate suspected drug addicts for 3-5 days.

Currently, commune-level police have to take these people to provincial-level drug rehabilitation facilities to determine their drug addiction status, leading to difficulties in funding and human resources.

Lieutenant Colonel Tang Ba Vinh, Chief of Police of Quoc Tuan Commune (Nam Sach) mentioned the difficulty in determining drug addiction at the grassroots level.

The local police force requested the province to pay attention to investing in equipment and infrastructure for the grassroots police force and medical stations in communes and towns to meet the testing requirements, determine addiction status and promote the effectiveness of voluntary drug rehabilitation at home and in the community...

At the supervision session at Nam Sach District Police, Comrade Nguyen Khac Toan, Provincial Party Committee member, Vice Chairman of the Provincial People's Council, requested the locality to promote the role of local Party committees and authorities in drug prevention and control. Innovate and diversify legal dissemination activities, especially in schools to limit drug crimes among young people. Representatives of the Supervisory Delegation of the Provincial People's Council's Legal Committee received opinions and recommendations on drug prevention work from localities.

Conducting thematic supervision on the implementation of policies and laws on drug prevention and control in the province for the period 2021-2024, the Provincial People's Council's Legal Committee supervised at the Kinh Mon Town Police Station, Thanh Ha District, and Nam Sach District.

The delegation will continue to monitor this topic at a number of other units in the province to synthesize a report at the regular meeting at the end of 2024 of the 17th Provincial People's Council.

In the period of 2021-2024, Thanh Ha District Police discovered and handled 52 administrative violations related to drugs with 52 subjects, fined 73.5 million VND; prosecuted 143 cases, 157 defendants for drug crimes, seized more than 29.8g of heroin, more than 371.1g of synthetic drugs.
Nam Sach District Police discovered and handled 32 administrative violations with 108 subjects, fined 106.8 million VND; prosecuted 111 cases, 143 defendants, seized more than 35.7g of heroin, more than 170.5g of synthetic drugs.
