Hanoi City Police said they have completed the investigation and transferred the case file to the City People's Procuracy to propose prosecuting 3 subjects for illegal drug trafficking.
The prosecuted subjects include: Vu Hoang Hai (born in 1981), Nghiem Thi Huong (born in 1986), Nguyen Minh Truong (born in 1981), all living in group 3, Phu Do ward, Nam Tu Liem district, Hanoi.
Previously, on March 28, Hanoi City Police initiated a case, prosecuted the accused, and issued a temporary detention order against Huong and Truong for the act of "Illegal drug trafficking". During the extended investigation, the police determined that Hai (Huong's boyfriend) also participated in illegal drug trafficking with this group.
According to the investigation agency, Hai and Huong lived together as husband and wife and had 3 children together. In 2019, Hai was sentenced by the People's Court of Nam Tu Liem District to 42 months in prison for "Illegal drug trafficking", released on November 8, 2021, and returned to live with Huong.
In early 2024, Huong was given a house by her father at 45 K2 Street, Phu Do Ward, Nam Tu Liem, and the two moved here to live.
Truong is Hai's social friend. Around September 2023, due to not having a job and no permanent residence, Hai and Truong moved to live together at 45 K2 Street, and together participated in buying and selling drugs in large quantities in Hanoi.
This group was led by Huong and Hai. Huong connected with many people in the area to illegally buy and sell drugs and created a "tentacle" to retail in the area.
On March 19, at Tran Quy Cap station (Dong Da district), police caught Truong red-handed for illegally buying and selling drugs. Upon an emergency search of Truong's residence, police seized 16.248 kg of various drugs and many other related objects and assets.
At the police station, Truong confessed that Hai had delivered the drugs to sell to customers, and that he would keep the interest and transfer the principal to Huong. The police then arrested Huong.
When the police arrested Truong and Huong, Hai was not present at his residence. At around 8:00 p.m. on March 28, in Thanh Hoa province, the police arrested Hai for illegal drug trafficking.
The investigation agency said that the subjects used Hai's house as a "bunker", installing many surveillance cameras from the alley entrance to the house to keep watch. If there was any unusual "movement", they would immediately alert each other to disperse the drugs, making it difficult for the authorities during the arrest process.
The drugs were divided into small pieces and then delivered to Truong by the subjects. The subjects used large motorbikes, speeding at night, even going against traffic to deliver drugs to customers. The drugs were "camouflaged" in functional food boxes or tea packages.
