Focus on reviewing and processing

According to the People's Committee of Hai Duong City, recently, the city has issued many instructions to review and handle cases of land area increasing compared to land use right documents and cases of land use for the wrong purpose to urge for a final resolution every month.

Implementing the city's direction, Thanh Binh Ward People's Committee has thoroughly grasped and deployed the above content to each Party cell secretary and residential area head. The ward has established teams to review land plots that have not been granted land use right certificates and have an area that is larger than the land use right papers; and to propagate to people how to handle interleaved land and additional land.

As a result, from the beginning of 2024 to now, Hai Duong City has issued 24 "red books" in the ward, collecting more than 2.6 billion VND; changing land use purposes with a total area of ​​3,016 m2, collected more than 6 billion VND for the budget and handled 136 m2 of surplus land2, earning more than 1.1 billion VND.

Thanh Binh Ward is continuing to review 97 plots of land with increased land area. The Ward People's Committee has also coordinated to measure and extract 4 locations with a total area of ​​571m2.2to propose permission to withdraw, change the purpose of use and organize an auction according to regulations.

Viet Hoa Ward People's Committee has also reviewed and compiled statistics on land use in the area. Since the beginning of the year, the ward has handled 21 cases of increased land area and 26 cases of land use purpose change, bringing in about 4 billion VND to the budget.

It is expected that by the end of 2024, Viet Hoa ward will complete the processing of 15 cases of additional land and 18 cases of changing other land use purposes, expected to collect an additional budget of nearly 4 billion VND. The locality has also planned 6 interspersed residential areas to organize auctions with a total area of ​​3,607 m2.2.

Up to now, Tien Tien Commune People's Committee has reviewed the land use of households in the area, of which 245 families have increased land area. Based on the above results, the Commune People's Committee organized a meeting with the review team, instructing village chiefs to meet with families with increased land area to propagate and guide people to comply with regulations. In cases where they agree to handle the increased land, the villages will collect information, complete the dossier and send it to the Commune People's Committee for synthesis, and invite households to come for specific instructions.

Wards and communes in Hai Duong city have also developed plans and directed experts to focus on reviewing households with increased land area; at the same time, propagandizing and mobilizing households to handle it according to regulations.

The promotion of the handling of additional land and land interspersed in residential areas has contributed to increasing revenue for local budgets. By mid-October 2024, land use fees collected by Thanh Binh Ward reached over 16 billion VND, more than 3 times the annual estimate.

Mr. Tran Van Chuan, Chairman of Thanh Binh Ward People's Committee, said that the increased land use revenue in the ward in 2023 will be used to invest in expanding and renovating some roads in residential areas. The ward will use the increased land use revenue this year to invest in projects to welcome the ward Party Congress and is expected to implement it by the end of this year.

According to data from the Finance and Planning Department of Hai Duong City, in the first 9 months of 2024, the city's budget revenue reached more than 3,418 billion VND, reaching 281% of the assigned estimate, up 97% over the same period last year. Of which, land use fee revenue alone reached more than 845 billion VND, exceeding 88% of the assigned estimate and more than 4 times higher than the same period last year.

Along with the advantages, the handling of additional land, interleaved land and land use conversion still faces many difficulties. Due to the low income of people in some places, only cases where it is necessary to separate plots, when carrying out procedures to transfer rights, will additional land areas be implemented. The change in land price framework from August 1, 2024 also affects the change of land use purpose, the handling of additional land because people have to pay more money...

Currently, the People's Committee of Hai Duong City has developed a plan to use the increased land use fee revenue of the city budget in 2024 and plans to allocate specific funds. The increased land use fee revenue will be added to the 2024 public investment capital plan for projects in order of priority. These are completed projects but not yet allocated enough capital; allocated counterpart capital for ODA projects according to implementation progress; transitional projects to accelerate investment progress and urgent projects this year.
