General Secretary To Lam attends the political art exchange program 'Living in the hearts of the people'

On the evening of January 18, at Ho Guom Theater (Hanoi), General Secretary To Lam attended the political art exchange program "Living in the hearts of the people".

Also attending the program were: General Luong Tam Quang, Politburo member, Minister of Public Security; Party Central Committee Secretary, Chief of the Party Central Committee Office Nguyen Duy Ngoc; Senior Lieutenant General Trinh Van Quyet, Party Central Committee Secretary, Director of the General Department of Politics of the Vietnam People's Army; Party Central Committee member, Vice Chairman of the National Assembly Nguyen Khac Dinh; a number of Party Central Committee members, leaders of ministries, branches, mass organizations and typical examples of commune and town police and forces participating in protecting security and order at the grassroots level.

Spread the simple but noble deeds

According to the program's Organizing Committee, implementing Resolution No. 22-NQ/TW, dated March 15, 2018 of the Politburo on "Reorganizing the Ministry of Public Security apparatus to be streamlined, effective and efficient"; Project No. 106/DA-BCA, dated March 28, 2018, of the Ministry of Public Security on "Some issues of innovation, reorganizing the Ministry of Public Security apparatus to be streamlined, effective and efficient" and after 5 years of implementing Circular No. 09/2019/TT-BCA dated April 11, 2019 regulating the mobilization of People's Public Security officers and non-commissioned officers to take up the positions of commune police, all communes nationwide have been assigned regular commune police.

Through practical implementation, it has been shown that the team of regular commune police officers is growing stronger and has created clear changes, contributing significantly to the work of ensuring security and order at the grassroots level and making many worthy contributions to the overall achievements of the People's Police force. There have been many examples of brave commune police officers, resolutely fighting against crime, ready to sacrifice for the cause of protecting security and order, for a peaceful life for the people.

In particular, the communal police force has played an important role in the prevention and control of the COVID-19 pandemic and the construction of the National Population Database; collecting and issuing chip-embedded citizen identification cards nationwide; implementing Project 06 of the Government, developing population data applications, electronic identification and authentication to serve national digital transformation, building a digital society and digital citizens; and building a solid people's security posture in the area.

In addition, the deployment of forces to participate in protecting security and order at the grassroots level in coordination with the police force directly managing the area to regularly organize patrols and controls has effectively contributed to the prevention, detection and fight against crimes, social evils and other violations of security and order.

Being close to the people, making positive contributions to socio-economic development and building the movement of All People Protecting National Security in the locality, the communal police force has received the love and trust of the people, and has been recognized and rewarded by leaders at all levels.

These achievements have demonstrated the continuous growth of the commune and town police force in being closely attached to the people, being loved, protected and helped by the people; demonstrating the pioneering, core and shock role in the cause of protecting security and order at the grassroots level, especially in remote areas, rural areas, areas with large ethnic minorities, border areas, islands, and areas with special difficulties; completing and excellently completing assigned tasks in all situations.

The political art exchange program “Living in the hearts of the people,” meets, commends, and honors exemplary commune and town police officers and forces participating in protecting security and order at the grassroots level; spreads the simple but noble deeds, outstanding and outstanding achievements, innovative and creative ways of the commune and town police officers and forces protecting security and order at the grassroots level, and at the same time expresses gratitude for the attention, support, and assistance of ministries, departments, branches, local authorities, and people to the commune police officers.

The program shows that the Ministry of Public Security has been a pioneer in implementing the Politburo's Resolution on streamlining the organization and apparatus to be more efficient and effective. The implementation of the policy of arranging regular commune police has contributed significantly to realizing Resolution No. 12 of the Politburo on building a truly clean, strong, regular, elite and modern People's Public Security force.

The program was attended by nearly 300 representatives of commune police and forces participating in protecting security and order at the grassroots level of 9,000 communes and towns nationwide.

The program brings to the audience many performances, short plays, reports, songs, thereby highlighting the image of the communal police force that has quickly stayed close to the grassroots, stayed close to the people, increased patrolling and control activities, ensured security and order, always listened to and understood the thoughts and aspirations of the people; strived to meet legitimate needs and desires; willing to help people in all situations, especially in natural disasters and calamities.

The communal police and security forces at the grassroots level have advised and directly contributed to resolving conflicts from the beginning; helping people create livelihoods, helping people build a healthy cultural life, preventing crime, implementing social security policies, eliminating hunger and poverty, eliminating temporary and dilapidated houses... that is the initiative to maintain security in the area.

Truly become "the peaceful support of the people"

Speaking at the program, General Secretary To Lam expressed his emotion at the meaningful deeds - beautiful stories, full of humanity, truly demonstrating the dedication and sacrifice of the commune and town police and the forces participating in protecting security and order at the grassroots level.

On behalf of the Party and State leaders, the General Secretary congratulated and hoped that the commune and town police force would always strive to excellently fulfill all assigned tasks, worthy of being the "treasured sword" and "steel shield" protecting the Party, protecting the regime, protecting the people right from the grassroots, right from the root of all problems.

The General Secretary emphasized that, implementing the Resolution of the 12th Central Committee, the Central Public Security Party Committee has led the public security force to take the lead in innovation, streamlining the organization of the political system, and operating effectively and efficiently; proposed the Politburo to issue and lead the implementation of the policy of arranging commune-level police, and building forces to participate in protecting security and order at the grassroots level.

With the right policy, suitable for practice, the communal police force from a semi-professional force has now become a regular force, an important police level in the People's Public Security system. In addition, the force participating in protecting security and order at the grassroots level - "the extended arm of the communal police" is contributing to firmly consolidating the people's security posture and people's security in the localities.

The establishment of communal police has made an important contribution to creating positive changes in security and order, and together with the entire police force, has created many miracles in the new revolutionary period. The communal police not only deeply demonstrates the spirit of "when the people need it, when the people are in trouble, there is the police," "knowing one thing deeply, knowing many things," but also more highly, brilliantly demonstrates the true nature of the People's Police "Living in the hearts of the people," "Forgetting oneself for the country, serving the people."

Directing the tasks in the coming time, the General Secretary pointed out that the entire Party, the entire people, the entire army, and the entire political system are striving to compete to achieve achievements to celebrate the 95th anniversary of the Party's founding, the 135th birthday of the great President Ho Chi Minh, the 50th anniversary of the liberation of the South, the reunification of the country, the 80th anniversary of National Day, the 80th anniversary of the tradition of the People's Public Security; preparing for party congresses at all levels towards the 14th National Party Congress; implementing strategic policies, especially arranging the organization of the political system to be streamlined, strong, efficient, effective, and efficient, making breakthroughs in science and technology development, innovation, and digital transformation, creating momentum to bring the country firmly into the era of development and prosperity.

More than ever, the People's Public Security force, including the communal police force, must continue to be exemplary in implementing the Party's policies. Continue to take the lead in streamlining the organizational apparatus, in developing science and technology, innovation and digital transformation, and soon complete the construction of a truly clean, strong, disciplined, elite and modern public security force, meeting the requirements and tasks in the new revolutionary period.

The General Secretary suggested that the Central Public Security Party Committee and the Ministry of Public Security proactively review and adjust the assignment and decentralization of tasks, and pay attention to building a strong communal police force capable of resolving security and order issues at the grassroots level after completing the streamlining of the organizational apparatus. Party committees and organizations at all levels need to focus on training, fostering, and building a team of grassroots police officers who are both red and professional, and have the capacity to meet the requirements and tasks in the new situation.

Provide the best conditions, ensure the implementation of regimes and policies according to regulations, take care to build material and technical potential so that communal police officers and forces participating in protecting security and order at the grassroots level can work with peace of mind, stick to the area, stick to the people, wholeheartedly and devotedly contribute to the cause of protecting security and order, contributing to building and consolidating the beautiful image of the People's Police officers "Respecting the people, being close to the people, being close to the people, serving the people."

The communal police and the forces participating in protecting security and order at the grassroots level need to be deeply aware of the glorious responsibility in the new revolutionary period that the Party, the State and the people have entrusted to them, so that they can strive, constantly learn, improve their knowledge and skills, and rise up to meet the requirements of their tasks.
