Within the framework of the State visit to the People's Republic of China, on the morning of August 20, General Secretary and President To Lam and a high-ranking Vietnamese delegation visited and worked at the Central Party School of the Communist Party of China.
Attending the meeting were Comrade Li Shu Lei - Member of the Politburo, Secretary of the Secretariat, Head of the Propaganda Department of the Central Committee of the Communist Party of China; Board of Directors, professors, teachers and students of the school.
The Party School of the Central Committee of the Communist Party of China (CCPC) is a training school for middle- and senior-level leaders and youth cadres nationwide; it plays an important role in researching, disseminating, and promoting the construction of the Party's ideology and theory; it is a national social science and philosophy research institution, as well as a new-type high-level think tank with Chinese characteristics.
General Secretary and President of China Xi Jinping was the principal of this school. Chinese leaders such as Mao Zedong and Liu Shaoqi have all served as principals. This shows that the Communist Party of China attaches special importance to the role of the Central Party School.
Speaking at the meeting, General Secretary and President To Lam expressed his joy during his visit to China, having the opportunity to meet and exchange at the Central Party School of China (National Academy of Public Administration), highly appreciating and congratulating the achievements that the school has achieved, deserving to be a "red address", "red school" for officials at all levels, sectors, and state-owned enterprises of China to study, improve their qualifications and cultivate themselves.
General Secretary and President To Lam believes that with its long history, important contributions and outstanding achievements, the Central Party School of China has accumulated many good experiences and good practices in all aspects, including research, teaching, training, team building, innovation, technology application, and development promotion, so that Vietnam can refer to and learn from them; emphasizing that the great achievements China has achieved today are the brilliant practical results of the pioneering theory of the Communist Party of China, crystallized in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
General Secretary and President To Lam said that since its inception, the Communist Party of Vietnam has always been steadfast in the goal of national independence associated with socialism. The Party has led the people to fight and strive to achieve great achievements, regain national independence, and gain many glorious victories in the cause of protecting and building the country. Since then and through the victories of the Doi Moi cause, Vietnam "has never had the foundation, potential, position and international prestige as it does today" as affirmed by the 13th National Party Congress (2021).
As the founder, leader and trainer of the Communist Party of Vietnam, during the process of leading the revolution, President Ho Chi Minh always affirmed that cadres and cadre work are a "very important, very urgent" issue, "deciding everything" and "cadres are the root of all work", so "training cadres is the root work of the Party".
Inheriting and developing Ho Chi Minh's ideology, the issues of cadres and theory have always been one of the core issues, especially emphasized and valued through the Congresses of the Communist Party of Vietnam. Cadre work, cadre training and theoretical work were of special concern to the late General Secretary Nguyen Phu Trong, an exceptionally outstanding leader of the Party and the Vietnamese nation, a loyal and prestigious Party member, a shining example of studying and following Ho Chi Minh's ideology, morality and style, a sharp theorist and "a great friend of the Chinese people" as written by General Secretary and President of China Xi Jinping.
General Secretary and President To Lam emphasized that over the years, the cooperative relationship between the Central Party School of China and Vietnamese partners, including the Ho Chi Minh National Academy of Politics, has been continuously consolidated, strengthened and developed extensively. The two schools have had more than 30 years of cooperative relations (since 1993) with many rich and diverse activities such as exchanging delegations according to signed agreements, organizing research delegations on scientific topics and key state-level programs, inviting experts and scholars from the Central Party School of China to Vietnam for thematic exchanges.
The cooperation activities have achieved many outstanding results, directly contributing to improving the research and teaching capacity, innovating the curriculum framework and training methods, research, and policy consulting of the academy; enriching the general theoretical achievements of the two Parties; contributing to strengthening the areas of cooperation between the two Parties.
Sharing about the key tasks of the Communist Party of Vietnam in the coming time, General Secretary and President To Lam said that one of the most important tasks is to do a good job of preparing for the 14th National Party Congress - the Congress has been identified as an important milestone, a milestone of a new historical moment, a new era, an era of the rise of the Vietnamese people on the path to socialism.
The Central Party School of China and the Ho Chi Minh National Academy of Politics have just signed a Memorandum of Understanding on cooperation in the new period with very rich and specific terms and contents.
Based on the achievements of cooperation in recent times, to deepen the connotation of the new height in the relationship between the two Parties and the two countries, General Secretary and President To Lam suggested that the two schools promote exchanges and discussions; invite leaders, professors and experts of the schools to visit Vietnam to strengthen working relations, promote trust and mutual understanding; promote the political advantages of the Party channel relationship, increase theoretical exchanges on Party building and national management, ideological issues, contribute to advising the Central Committees of the two Parties on important issues of protecting the ideological foundation, fighting against "self-evolution", "self-transformation", preventing and combating plots of "peaceful evolution", "color revolution"; expand forms of experience exchange in training and fostering cadres, and theoretical research.
The two sides can co-organize scientific research seminars and discussions both in person and online; continue to discuss the implementation of common theoretical research topics on new and important issues of mutual interest.
Vietnam currently has a great need to improve the capacity of cadres and party members, especially leaders and managers. We propose that the Central Party School of China continue to support cadre training for Vietnam in flexible forms.
On this occasion, General Secretary and President To Lam and the Vietnamese high-ranking delegation also visited the Traditional Room and took souvenir photos with the school's Board of Directors, professors, teachers and students.
