On August 19, General Secretary and President To Lam met with member of the Standing Committee of the Politburo of the Communist Party of China and Chairman of the Chinese People's Political Consultative Conference Wang Huning.
In a sincere and friendly atmosphere, the two sides informed each other about the situation of each Party and each country; expressed their joy at the positive development of Vietnam-China relations in recent times, as well as discussed a number of directions to realize high-level common perceptions and promote bilateral relations in the coming time.
On behalf of the Party, State and people of Vietnam, General Secretary and President To Lam once again sincerely thanked Chairman of the CPPCC Wang Huning, in his role as Special Representative of General Secretary and President of China Xi Jinping, for coming to Vietnam to attend the funeral of the late General Secretary Nguyen Phu Trong, expressing the special affection of the Party, Government and people of China for the Vietnam-China relationship and comrade Nguyen Phu Trong.
General Secretary and President To Lam emphasized that the Party and State of Vietnam attach special importance to consolidating and developing relations with the Party and State of China, considering this a strategic choice and a top priority in foreign policy; Vietnam adheres to the "One China" policy, supports China's strong development, and promotes its important role in peace, cooperation and development in the region and the world. The Party, State and people of Vietnam always remember and appreciate the great and wholehearted support of the Party, State and people of China in the past struggle for national independence and reunification, as well as in the cause of national construction and development today. The leadership of the Party and State of Vietnam will continue to inherit and well implement the common perception between the late General Secretary Nguyen Phu Trong and General Secretary and President of China Xi Jinping.
Chairman of the Chinese People's Political Consultative Conference Wang Huning congratulated Comrade To Lam on his election as General Secretary of the Central Committee of the Communist Party of Vietnam, warmly welcomed the State visit of General Secretary and President To Lam to China, affirming that the early arrangement of this visit by the two sides after Vietnam completed the key leadership positions demonstrates the special importance that the two countries attach to the comprehensive strategic cooperative partnership, the Vietnam-China Community of Shared Future, which has strategic significance. Chairman of the Chinese People's Political Consultative Conference Wang Huning affirmed that China always considers relations with Vietnam a priority direction in its neighborly diplomacy; always supports Vietnam in successfully building socialism in accordance with its country's situation, maintaining strategic autonomy, and playing an increasingly important role in the region and internationally.
In order to inherit and effectively implement the high-level common awareness achieved as well as the results that the two sides exchanged and agreed upon during this visit, General Secretary and President To Lam hopes that the two sides will continue to strengthen the exchange of information, experience, theory and practice between the two Parties through high-level visits, as well as exchange and cooperation mechanisms between the two Parties. General Secretary and President To Lam suggested that the two sides increase high-level and all-level contacts, effectively promote the cooperation mechanism between key ministries and sectors such as public security, defense, and diplomacy; promote friendly cooperation between the Vietnam Fatherland Front and the Chinese National People's Congress; encourage all levels, sectors and localities to promote areas of cooperation of interest to both sides such as increasing the import of Vietnamese agricultural products, building railways connecting the two countries, attracting investment in Vietnam in large-scale, high-quality projects that represent China's development level; promote tourism to recover more strongly, soon returning to the level before the COVID-19 pandemic. General Secretary and President To Lam also hopes that the two sides will strengthen multilateral coordination on issues of common interest; further expand people-to-people exchanges, especially among the younger generation, so that the traditional friendship between the two countries will be passed down from generation to generation.
Agreeing with the wishes and cooperation proposals of General Secretary and President To Lam, Chairman of the Chinese People's Political Consultative Conference Wang Huning expressed China's desire and willingness to promote exchanges at all channels and levels between the two countries; promote substantive cooperation in all fields, promote the overall coordinating role of the China-Vietnam Bilateral Cooperation Steering Committee, create a mutually beneficial and win-win cooperation situation; expressed appreciation for Vietnam's proposal to increase the import of Vietnamese goods, especially agricultural products, as well as expand cooperation in new areas such as digital economy, green economy, information technology, etc., while promoting the connection of the "belt and road" strategy with "two corridors, one belt", bringing practical benefits to people and businesses on both sides. Highly appreciating the process of summarizing and the theoretical and practical achievements of Vietnam after nearly 40 years of Doi Moi as well as the preparation work for the 14th National Party Congress, comrade Wang Huning introduced the important results of the 3rd Plenum of the 20th Central Committee during the key development period of China, affirming that together with Vietnam, China will well implement the common perception of the high-ranking leaders of the two Parties and two countries, and suggesting that the two sides strengthen theoretical exchanges and contribute to the cause of building socialism in each country. Emphasizing that the foundation and source of strength of the China-Vietnam relationship is the people, Chairman of the CPPCC Wang Huning suggested that the two sides do well in people-to-people exchange activities and implement cooperation projects in the field of people's livelihood.
The two sides exchanged sincere and frank opinions on maritime issues, emphasizing the importance of maintaining peace and stability in the region. General Secretary and President To Lam suggested that both sides should also control and properly handle disagreements at sea; put themselves in each other's shoes, respect each other's legitimate and legal rights and interests, and resolve disputes and disagreements by peaceful means, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS); and work together to build the East Sea into a sea of peace, friendship and cooperation.
