Pursuant to the decision of the Minister of National Defense, Colonel, Doctor Dang Vu Hai, Director of Military Hospital 7, retired according to the regime. The Standing Committee of the Party Committee of Military Region 3 decided to appoint Lieutenant Colonel, Doctor CKII Hoang Van Ly, Deputy Director of Military Hospital 7 to hold the position of Director of Military Hospital 7.

Speaking at the conference, Head of Logistics of Military Region 3 Tran Quoc Tien highly appreciated the capacity and responsibility of Colonel, Doctor Dang Vu Hai and Lieutenant Colonel, Doctor CKII Hoang Van Ly. He acknowledged the contributions of Colonel Dang Vu Hai to the hospital during his working time.

The Chief of Logistics of Military Region 3 suggested that in his new position, Senior Lieutenant Colonel Hoang Van Ly should inherit and promote the achievements of his predecessor, cultivate moral qualities, and be determined to improve the hospital's management and administration through concrete actions and deeds; and continue to promote the tradition of solidarity in the hospital. Lieutenant Colonel Hoang Van Ly was born on July 12, 1973, in Hai Hau district (Nam Dinh), graduated from the Military Medical Academy. Before being appointed, he held the positions of Deputy Head of the Military Medical Department of Military Region 3, Deputy Director of Military Hospital 7.
