This morning, at the Government Headquarters, a conference was held between the Government Party Committee and the National Assembly Party Delegation on the 8th Session of the 15th National Assembly.

Review 42 content, content groups
Reporting on some main contents of preparation for the 8th Session, Minister and Head of the Government Office Tran Van Son said that the volume of documents, reports and submissions is very large with many important contents. With the spirit of early and remote preparation, the Government and the Prime Minister have issued 15 documents assigning Deputy Prime Ministers to direct Ministers and Heads of ministerial-level agencies to urgently develop and receive opinions from the National Assembly Standing Committee to complete draft laws, resolutions, dossiers and documents submitted to the National Assembly at this Session, ensuring quality and the prescribed deadline.
Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong said that at the 8th Session, the National Assembly will consider 42 contents and groups of contents; including: 30 contents related to legislative work, 12 contents and groups of contents on socio-economics, state budget, personnel work, supervision and other important issues; at the same time, there are 12 groups of contents sent by agencies for National Assembly deputies to study on their own.
At the conference, delegates listened to Deputy Prime Minister, Deputy Secretary of the Government Party Committee Nguyen Hoa Binh present reports on 3 draft laws: Law on Public Investment (amended); Law on amending and supplementing a number of articles of 4 laws in the field of planning and investment; Law on amending and supplementing a number of articles of 7 laws in the field of finance.
The National Assembly Party Delegation and the Government Party Committee discussed and agreed on a number of contents and programs at the 8th Session of the 15th National Assembly. The delegates requested the Government Party Committee to pay attention to directing, urging, inspecting, and ensuring the progress and quality of the contents presented at the Session; preparing and submitting project and draft documents and files within the prescribed time limit, creating conditions for the National Assembly agencies to be proactive, ensuring the quality and progress of the examination and for National Assembly deputies to promptly access documents in accordance with the provisions of law.
More speed, more breakthrough, more determination
Speaking at the Conference, Prime Minister Pham Minh Chinh stated: With the support of the political system, the participation of people and businesses, and the support of international friends, over the past 9 months, our country's political situation has been basically stable, national defense and security have been strengthened, and security and order have been ensured. In general, the macro-economy has been stable, inflation has been controlled, and GDP growth has been 6.82%. Attention has been paid to cultural and social fields; social security has been ensured; and people's material and spiritual lives have been improved.
Emphasizing that the coming time is forecast to face many difficulties, requiring the political system to make greater efforts, Prime Minister Pham Minh Chinh said that the Government and the National Assembly must coordinate closely to promptly remove difficulties and obstacles, supporting the economy and people's lives.
Stating that the number of contents to be presented to the National Assembly at the 8th Session is very large, Prime Minister Pham Minh Chinh reiterated the viewpoint of the Central Executive Committee at the recent 10th Conference, which is to only discuss action and not retreat. In the context of the world situation having many complicated and difficult developments, we must work harder, be more active, accelerate, break through more, and be more determined.
The Prime Minister also stated that the spirit of the Central Government is: decentralization, delegation of power goes hand in hand with resource allocation, enhancing the enforcement capacity of all levels, strengthening supervision and inspection. In particular, shifting the mindset of law-making from centralized management to both management and expanding development space, encouraging innovation; eliminating bureaucracy, subsidies, and the mechanism of asking and giving. To do so, according to the Prime Minister, it is necessary to reduce administrative procedures, decentralize and delegate power more strongly to ministries, branches and localities; be bold in doing, learn from experience while doing, not be perfectionist or hasty.
Prime Minister Pham Minh Chinh affirmed that the Government will make every effort to prepare documents and files to be submitted to the National Assembly at the Session; requesting that Government leaders and Ministers directly and actively participate, based on their assigned authority, closely coordinate with National Assembly leaders and National Assembly agencies, proactively and actively exchange and provide complete, accurate, timely and objective information, documents, figures and data, on that basis to make timely, appropriate and effective decisions and policies.
Innovation in law-making process, professional and scientific
Highlighting the importance of the 8th Session, National Assembly Chairman Tran Thanh Man said: The National Assembly will discuss and decide on many issues to promptly remove difficulties and obstacles in institutions and policies, unblock resources, and overcome bottlenecks. All for the socio-economic development of the country, ensuring national defense and security, and ensuring people's lives.
In particular, at this Session, the National Assembly Party Delegation will thoroughly grasp the spirit and guiding viewpoints of General Secretary and President To Lam, as well as Prime Minister Pham Minh Chinh, in the direction of promptly concretizing the Party's policies and resolutions: innovating the law-making process, professionally, scientifically, promptly, feasiblely, and effectively; must originate from and promptly respond to development requirements and rapid changes in practice, taking people and businesses as the center. The law only regulates issues under the authority of the National Assembly, does not codify the contents of circulars and decrees, strengthens decentralization, delegation of power, cuts and simplifies administrative procedures; localities do, localities decide, localities are responsible. The laws and resolutions submitted to the National Assembly are of high quality, feasible, suitable to practical requirements and have a long "lifespan".
The National Assembly Chairman noted to thoroughly grasp Regulation No. 178-QD/TW dated June 27, 2024 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work; limiting local and group interests.
Assessing the recent period, the coordination between Government agencies and National Assembly agencies has become increasingly close and effective. The National Assembly Chairman suggested continuing to pay attention to closer coordination; the tasks that have been set out must be resolutely done, ensuring the completion of tasks. The general spirit is to ensure that when laws and resolutions are passed by the National Assembly, they are of good quality, creating favorable conditions and giving the Government proactive and flexible authority in the process of organizing the implementation of laws, linking law-making and law enforcement to achieve the highest efficiency.
The National Assembly Chairman affirmed that the National Assembly agencies are always ready to receive proposals, documents, and study in advance the contents that the Government is expected to submit to the National Assembly. However, the quality of draft laws and resolutions is primarily determined by the agencies assigned by the Government to preside over the drafting, which are ministries and branches (especially for draft laws and resolutions submitted under a shortened process and approved at one session). For anything that is unclear, not yet agreed upon, or has different opinions, the drafting agency and the reviewing agency must sit together, including leaders and heads of branches, in a spirit of constructive discussion and debate to reach a consensus on the plan.
At the same time, agencies should strengthen information and propaganda work before, during and after the session, ensuring full, quick and timely information so that National Assembly deputies and voters can clearly understand and agree with the contents considered and decided by the National Assembly.
With the spirit of “determination, determination, determination to do”, the National Assembly Chairman believes that the 8th Session of the 15th National Assembly will be a great success, deciding on many important issues for socio-economic development, ensuring national defense and security, building the political system, meeting the expectations of voters and people.
