Prime Minister Pham Minh Chinh has just signed Directive No. 03/CT-TTg dated February 4, 2025, urging the implementation of key tasks after the 2025 Lunar New Year holiday.
The Prime Minister requested relevant ministries, agencies, localities, organizations and individuals, according to their assigned functions, tasks and powers, to immediately focus on handling work after the Lunar New Year holiday, especially unfinished work in 2024, unfinished work due to the Tet holiday, not to delay affecting production, business activities, socio-economic development, ensuring national defense, security, social order and safety; continue to urgently, seriously, synchronously and effectively implement projects, tasks and solutions stated in resolutions and conclusions of the Central Committee, the National Assembly, the Government, especially the Supplementary Project on socio-economic development in 2025 with the growth target of 8% or more, Resolutions No. 01/NQ-CP, 02/NQ-CP dated January 8, 2025 of the Government and directive documents of the Prime Minister; strongly promote production and business activities, create jobs and livelihoods for people, ensure comprehensive, modern, inclusive and sustainable social security; at the same time, immediately deploy key tasks.
The Prime Minister requested ministers, heads of ministerial-level agencies, government agencies, and chairmen of provincial and municipal People's Committees, according to their assigned functions, tasks, and powers, to closely monitor the supply and demand and market prices of important and essential goods and services after Tet in order to promptly have solutions to balance supply and demand and stabilize market prices.
Strengthen inspection and supervision of price declaration and posting, selling at the correct listed price; strictly handle acts of unreasonable price increases, adding additional fees to collect higher than the declared and listed price.
Urgently complete investment procedures, specifically allocate the 2025 Public Investment Plan, allocate excess revenue in 2024, and promote implementation and disbursement of public investment capital from the beginning of the year.
Proactively review and promptly remove difficulties and obstacles for each project during implementation, especially important national projects and works, and national target programs.
Speed up the implementation of strategic transport projects, airports, seaports, highways, inter-regional and inter-provincial projects, striving to exceed the target of having 3,000 km of expressways by the end of 2025.
The Prime Minister requested to resolutely and effectively carry out the work of rearranging and streamlining the organizational apparatus according to the direction of the Central Committee, the National Assembly, the Government, and the Prime Minister. Carry out work related to the consolidation of Party Committees directly under the Government Party Committee to soon put them into operation.
Urgently complete decrees regulating the functions, tasks, powers, and organizational structure of ministries, ministerial-level agencies, and government agencies after reorganization and streamlining to submit to the Government for consideration and promulgation.

The Prime Minister assigned the Ministry of Finance to preside over and coordinate with agencies and localities to urgently guide the scope and subjects to strive to save an additional 10% of regular expenditures to increase the 2025 budget compared to the 2024 budget (in addition to the 10% savings in regular expenditures to create a source for salary reform according to regulations) to supplement investment for the Lao Cai - Hanoi - Hai Phong railway line according to Resolution No. 01/NQ-CP dated January 8, 2025 of the Government.
Improve the effectiveness of revenue management, prevent revenue loss, smuggling, trade fraud, tax evasion, ensure correct, full and timely collection, focus on revenue management for e-commerce activities, digital platform business, cross-border transactions, food and beverage services, accommodation, etc.; strengthen inspection and supervision of the issuance and use of electronic invoices, strive to collect the highest level of state budget in 2025.

The State Bank of Vietnam shall preside over and coordinate with relevant agencies and localities to closely monitor and implement solutions to stabilize the gold market; promptly summarize, research, and propose amendments and supplements to Decree No. 24/2012/ND-CP dated April 3, 2012 on the management of gold trading activities, and submit it to the Government in the second quarter of 2025.

Closely monitor the import and export of agricultural products at the northern border gates, coordinate with relevant agencies to take timely management measures to avoid congestion.
Continue to direct Vietnam Electricity Group (EVN) and related units to ensure the progress of investment and construction of important power source and grid projects. Urgently issue documents detailing and guiding the implementation of the Electricity Law (amended); mobilize maximum resources to ensure sufficient electricity supply for production and people's daily life in all situations.
The Ministry of Agriculture and Rural Development shall preside over and coordinate with agencies and localities to closely monitor weather developments to direct and guide localities to have appropriate production plans, complete the 2025 winter-spring rice crop production plan; strengthen disease prevention and control on crops and livestock; proactively develop plans to prevent and combat natural disasters, especially severe cold, hail, drought, and saltwater intrusion; manage the quality of agricultural, forestry and fishery products, and ensure food safety and hygiene.
The Ministry of Transport shall preside over and coordinate with agencies and localities to actively remove difficulties and obstacles in implementing large-scale infrastructure projects, striving to complete the goal of having 3,000 km of expressways and over 1,000 km of coastal roads nationwide by 2025.
Focus on accelerating the implementation of the North-South Expressway component projects in the East phase 2021 - 2025; key infrastructure projects, creating development momentum such as Ring Road 4 of Hanoi Capital Region, Ring Road 3 of Ho Chi Minh City, Long Thanh International Airport, etc.
Strive to complete procedures and start construction in 2025 for the Lao Cai - Hanoi - Hai Phong railway; speed up the preparation and completion of investment procedures for the entire high-speed railway project on the North - South axis.
Ensure capacity, quality and safety of freight and passenger transport activities, prevent passengers from returning to work or school after Tet; minimize delays and cancellations; strictly handle organizations and individuals that allow illegal vehicles and stations to carry more people than prescribed, and increase ticket prices against regulations.
Effectively deploy solutions to control and minimize traffic accidents and congestion; regulate, divert traffic, promptly clear traffic, and prevent prolonged congestion, especially on main routes to and from Hanoi and Ho Chi Minh City, routes connecting to stations, airports, ports, and festival areas. Ensure that the electronic toll collection system operates continuously and does not cause congestion at toll stations.
Focus on completing the draft Resolution of the National Assembly on policies and mechanisms for investment in the standard gauge railways of Lao Cai - Hanoi - Hai Phong, Lang Son - Hanoi, Mong Cai - Ha Long - Hai Phong... to submit to the National Assembly at the 9th Extraordinary Session (February 15, 2025).
The Ministry of Construction shall preside over and coordinate with relevant agencies to continue urging and guiding localities to remove difficulties and obstacles in implementing real estate and social housing projects, promoting the safe, healthy and sustainable development of the real estate market; coordinate with the State Bank of Vietnam to effectively implement the VND 145 trillion credit package for social housing. Coordinate with the Government Office to organize a national conference on promoting the safe and healthy development of social housing and the real estate market before February 15, 2025.
The Ministry of Natural Resources and Environment shall preside over and coordinate with agencies and localities to strengthen inspection and examination of land price determination, issuance of land price lists, compensation, site clearance, and land use rights auctions; promptly rectify, prevent, and strictly handle violations within its authority, especially acts of taking advantage of land use rights auctions for personal gain, causing market disruption.
Early completion and operation of a centralized, unified, multi-purpose land information system and land database, providing online public services in the land sector in urban areas, improving the indicators: "Land access", "Land registration" and "Quality of land administrative management".
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with agencies and localities to focus on implementing the National Target Program on Cultural Development for the 2025-2035 period from 2025 in accordance with the conclusion of the Central Executive Committee.
Strengthen propaganda, mobilization, raise awareness and responsibility of all levels, sectors, people and tourists in implementing regulations on festival organization, do not organize festivals indiscriminately, causing waste. The Ministry of Health shall preside over and coordinate with agencies and localities to strengthen measures to prevent and control infectious diseases at risk of outbreaks in the winter-spring season, especially respiratory diseases and emerging dangerous infectious diseases; prepare and be ready to respond to possible epidemic situations; strengthen monitoring and supervision at border gates and in the community, promptly detect early and thoroughly handle outbreaks, and prevent them from spreading and breaking out.
Direct medical facilities to improve admission and treatment capacity, ensure adequate human resources, medicine, equipment, and medical supplies, and be ready to respond to treatment and emergency care, especially emergency care in traffic accidents, fires, explosions, injuries, food poisoning, etc. occurring in early spring 2025.
The Prime Minister assigned the Ministry of Labor, War Invalids and Social Affairs to preside over and coordinate with agencies and localities to closely monitor and promptly grasp the labor market, labor and employment situation after the Tet holiday, and have solutions to support businesses to overcome labor shortages, avoid labor supply disruptions, and meet human resource needs for production.

The Ministry of Education and Training shall preside over and coordinate with agencies and localities to direct and guide educational and training institutions to focus on implementing the 2024-2025 school year plan well, and organize activities to support students to return to school after Tet holiday, especially students in remote, border, and island areas.
Focus on effectively implementing the Education Development Strategy to 2030, with a vision to 2045; proactively coordinate with the National Assembly's Committee on Culture and Education to complete the explanatory report, absorb the opinions of National Assembly deputies at the 8th Session, and revise the draft Law on Teachers on schedule.
The Ministry of Science and Technology shall preside over and coordinate with agencies and localities to focus on reviewing, amending, supplementing, and synchronously perfecting legal regulations, mechanisms, and policies on science, technology, and innovation development to soon institutionalize Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo; remove bottlenecks and barriers, and liberate resources for science, technology, and innovation development.
Urgently develop policies to encourage businesses to innovate technology and invest in high value-added industries such as information technology, artificial intelligence, renewable energy, high-tech agriculture and smart infrastructure, and submit them to the Government in the first quarter of 2025.
The Ministry of Justice shall preside over and coordinate with agencies and localities to speed up the progress and improve the quality of appraisal of proposals for development, projects, and draft legal documents, especially legal documents related to the improvement of the organizational apparatus.
Focus on disseminating and educating the law, especially the laws and resolutions passed by the National Assembly at the 8th Session, the 9th Extraordinary Session, the 10th Session, and legal documents related to streamlining the apparatus, regimes, and policies for cadres, civil servants, and public employees. Continue to inform and disseminate the direction of General Secretary To Lam and Conclusion No. 119-KL/TW dated January 20, 2025 of the Politburo on the direction of innovation, perfecting legal procedures, innovating thinking in law-making, and building a culture of law compliance among cadres, civil servants, public employees, and the people.
The Ministry of Public Security shall preside over and coordinate with agencies and localities to focus on implementing the peak period of attacking and suppressing crimes, effectively combating and preventing types of crimes that tend to increase in the early spring. Accelerate the investigation of cases under the supervision and direction of the Central Steering Committee on Anti-Corruption and Negative Matters, and particularly serious cases that are of public concern.
Strengthen immigration management, promptly detect and prevent illegal entry and smuggling activities. Strengthen patrols, control and strictly handle violations that are direct causes of traffic accidents, especially violations of alcohol concentration. Proactively deploy plans for fire prevention, fighting, rescue and relief, especially at festival venues and crowded places.
The Ministry of National Defense presides over and coordinates with agencies and localities to effectively carry out military recruitment, organize military handover and reception closely, meet quotas, and ensure absolute safety.
The Ministry of Foreign Affairs presides over and coordinates with agencies and localities to comprehensively and effectively implement foreign affairs and international integration activities. Proactively and actively coordinate with the Ministry of Industry and Trade, the Ministry of Planning and Investment, and relevant ministries and agencies to effectively implement FTAs, promote the expansion of export markets, attract investment, and serve socio-economic development.
