Public opinion is questioning the progress of resolving problems related to the Viet Duc Hospital 2 Project and Bach Mai Hospital 2 Project.
At the regular Government Press Conference held on the afternoon of November 9, Deputy Minister of Health Le Duc Luan said that these two projects have been under construction since 2015. Many problems have arisen during the construction and contract implementation process. In early 2021, both projects were temporarily suspended, and since then there has been no mechanism to handle difficulties related to the projects.
Mr. Le Duc Luan informed that in 2023, the Prime Minister issued a decision to establish a Working Group, including the Ministry of Health and related ministries and branches such as: Ministry of Construction, Ministry of Planning and Investment, Ministry of Finance, Ministry of Justice and the Government Office; to review the difficulties and problems of the project; propose solutions to remove and handle the project to continue to build, complete and serve the people.
Over the past time, the Working Group of the Government and the Ministry of Health has repeatedly reviewed the project documents and comprehensively assessed the legal issues and related violations; studied and identified the basic difficulties and problems that need to be resolved. On that basis, proposed solutions for handling and resolving. The Ministry of Health and the Working Group have submitted many reports to the Government and directly reported at meetings.
“Up to now, we are finalizing the plan to report further, and will propose to the Government and competent authorities on solutions to remove difficulties and obstacles for these two projects. The Ministry of Health is coordinating with ministries and branches to have a feasible plan, and soon submit it to competent authorities for permission to have a mechanism to resolve difficulties and obstacles. On that basis, these hospitals will continue to be built and put into operation. Regarding Bach Mai Hospital, the completed volume is also over 90%, Viet Duc Hospital about 60%. The contractor of Viet Duc Hospital is restarting and continuing construction of the project,” said Deputy Minister of Health Le Duc Luan.
Providing more information on this issue, Minister and Head of the Government Office Tran Van Son said that in the Government meeting on the morning of November 9, the Prime Minister concluded and requested that within 6 months, the projects of these 2 hospitals must be completed and put into operation.
Previously, on November 6, Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 112/CD-TTg requesting ministries, branches and localities to focus on resolving backlog projects, stop construction, urgently deploy, complete and put into use to prevent waste and loss.
