On Thursday, June 6, the National Assembly continued the fifteenth working day of the 7th Session of the 15th National Assembly at the National Assembly House, Hanoi.

Content 1: The National Assembly conducts the questioning and answering of questions by National Assembly deputies under the chairmanship of National Assembly Chairman Tran Thanh Man.

From 8:00 to 8:30: Minister of Culture, Sports and Tourism Nguyen Van Hung continues to answer questions from National Assembly deputies on the fourth group of issues in the fields of culture, sports and tourism.

From 8:30 to 8:40: National Assembly Chairman Tran Thanh Man delivered a concluding speech on the fourth group of issues, stating: At the question-and-answer session, there were 37 questions raised by National Assembly deputies and 8 opinions raised by National Assembly deputies. The question-and-answer session took place enthusiastically with a high sense of responsibility; National Assembly deputies asked specific, concise questions that were true to the content of the questions; the Minister of Culture, Sports and Tourism carefully prepared the content, grasped the issues, and answered frankly, enthusiastically, and specifically to the issues raised by National Assembly deputies.

Through the question and answer session, we request the Government, the Prime Minister, the Minister of Culture, Sports and Tourism, and relevant ministries and branches to be more determined in implementing the tasks and solutions set out, focusing on a number of tasks and solutions:

Firstly, review and perfect the mechanism and policies on selection, training and attraction of human resources in the art fields, especially in specialized and specific art fields.

Second, urgently issue the Strategy for physical training and sports development to 2030, with a vision to 2045.

Third, promulgate and implement the Vietnam Tourism Development System Plan for the 2021-2030 period, with a vision to 2045, developing a national tourism brand associated with traditional history and national cultural identity.

Fourth, innovate content and methods, improve the effectiveness of tourism promotion; strengthen communication about Vietnam's new visa policy.

Fifth, increase investment in cultural, sports and tourism activities in ethnic minority and mountainous areas. Do a good job of preserving and promoting the cultural heritage values ​​of ethnic minorities in association with tourism development.

From 8:40 to 10:35: Deputy Prime Minister Tran Hong Ha, on behalf of the Government, reported, clarified related issues and answered questions from National Assembly deputies.

At the question-and-answer session, 18 National Assembly deputies asked questions and 6 National Assembly deputies debated, focusing on the following contents: the issue of autonomy of universities; protection of safety corridors for wind power projects; inflation control; food safety and hygiene; institutional reform; the implementation of socio-economic management solutions of the Government; solutions for developing the semiconductor industry; the issue of preserving geological heritage; mineral exploitation; issues related to public assets of public service units; digital economic development; solutions to stimulate tourism; technology transfer; orientation for developing the carbon market; the issue of electronic waste; development of supporting industries...

From 10:35 to 11:00: National Assembly Chairman Tran Thanh Man delivered a speech concluding the question and answer session, stating: After 2.5 days of serious and responsible work, the National Assembly has completed the entire question and answer session program at the 7th Session of the 15th National Assembly; 193 National Assembly deputies spoke, of which 162 deputies were questioned and 31 deputies debated.

Through the questioning session, it was shown that the questioning contents met practical requirements, were correct and hit the issues that voters, people nationwide and National Assembly deputies were interested in, continuing to affirm that this is a direct and effective form of supreme supervision of the National Assembly.

The question and answer session took place in a lively, democratic, frank and constructive spirit. During the questioning process, National Assembly deputies frankly pointed out the shortcomings and limitations, clearly analyzed the causes and proposed solutions with the hope that the Government, ministries and branches will continue to have more appropriate, drastic and effective solutions for the rapid and sustainable development of the country, meeting the trust and expectations of voters and people nationwide.

Ministers and heads of sectors all demonstrated their mettle, enthusiasm, and a firm grasp of the functions, tasks, and current situation of the sectors and fields under their charge; clearly answered many difficult and complicated issues, demonstrating seriousness, openness, and high responsibility; at the same time, frankly acknowledged the shortcomings and limitations of the sectors and fields, and proposed many solutions to overcome the limitations, aiming to create positive changes in the coming time.

Based on the questions of National Assembly deputies and the responses of Government members and heads of sectors, the National Assembly Standing Committee will direct relevant agencies to prepare a draft Resolution to solicit opinions from National Assembly deputies and submit it to the National Assembly for consideration and approval at the end of this session, as a basis for monitoring implementation according to regulations.

Content 2: Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the hall, listening to: Chief Justice of the Supreme People's Court Nguyen Hoa Binh present a report on the draft Law on Juvenile Justice; Chairwoman of the National Assembly's Judicial Committee Le Thi Nga present a report on the review of the draft Law on Juvenile Justice.

Content 4: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the hall the draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province. At the discussion session, 10 delegates expressed their opinions.

The majority of National Assembly deputies agreed to issue a National Assembly Resolution to pilot the addition of a number of specific mechanisms and policies for the development of Nghe An province in order to achieve the goals set forth in the Central Resolutions, ensuring comprehensive development of Nghe An, with a focus and key points, and rapid and sustainable economic development.

In addition, some delegates expressed concerns about the centrality, focus, comprehensiveness, and breakthrough of the policies and suggested clarifying policies to develop marine economy, forest economy, green economy, digital economy, and border gate economy to attract strategic investors; further evaluating the results, effectiveness, and implementation time of piloted policies in some localities to be more convincing when allowing Nghe An to apply them.

Delegates also suggested that it is necessary to further study and perfect policies to ensure feasibility and effectiveness; carefully assess the impact on budget balance and the level of influence on the central budget to increase persuasiveness; perfect conditions to ensure the implementation of policies that attach responsibility to relevant agencies, organizations and individuals; and study policies to promote the potential and advantages of Nghe An province.

At the end of the discussion, Minister of Planning and Investment Nguyen Chi Dung explained and clarified a number of issues raised by National Assembly deputies.

Morning: The National Assembly discussed in the hall about: Approval of the 2022 state budget settlement; draft Resolution of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city;

Afternoon: The National Assembly held a plenary session in the hall, listening to the presentation and report on the review of the draft Law on Prevention and Combat of Human Trafficking (amended); then, the National Assembly held a separate meeting on the National Marine Spatial Planning for the 2021-2030 period, with a vision to 2050.
