Establishment of Hai Duong Provincial Red Cross Operation Fund

The Hai Duong Provincial Red Cross Fund was established under Decision No. 2091/QD-UBND dated September 30, 2023 of the Provincial People's Committee on granting a license to establish and recognizing the Charter of the Hai Duong Provincial Red Cross Fund.

The Fund is under the state management of the People's Committee of Hai Duong province and relevant departments, branches, agencies and units in the field of fund operations; has legal status, its own seal and account, and self-guarantees its own funding, means and conditions for operation.

The Hai Duong Provincial Red Cross Fund is a social, charitable fund, operating not for profit, managed by the Provincial Red Cross Society, used to carry out Red Cross activities as prescribed in the Law on Red Cross Activities and the Charter of the Vietnam Red Cross Society, including: Red Cross activities on emergency relief and humanitarian assistance; health care; initial first aid; humanitarian blood donation, tissue donation, human body parts and body donation; searching for information on relatives lost due to war, natural disasters, catastrophes; propagating humanitarian values; participating in disaster prevention and response.

The purpose of the Fund is to support, assist, overcome difficulties, improve the lives of people with disabilities, homeless elderly people, orphans, people in other especially difficult circumstances; victims of war, natural disasters, epidemics, fires, traffic accidents and other accidents and disasters, contributing to the good implementation of social security policies of Hai Duong province and the country.

The Hai Duong Provincial Red Cross Fund was formed from the initial contributions of the Provincial Red Cross Society on the basis of the existing Humanitarian Fund capital (funds mobilized from domestic and foreign organizations and individuals). The Fund develops capital from mobilizing sponsorship and donations from domestic and foreign organizations and individuals in accordance with the law to organize activities according to the principles and purposes of the Fund. The current amount of assets contributed to establish the Fund by the founding members is 1.5 billion VND.
