Economic growth is key

Hai Duong will not adjust the economic growth target for 2023 set at the beginning of the year at over 9%, although this figure is full of challenges due to many unfavorable factors from both inside and outside. This is the affirmation of comrade Tran Duc Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, and also the determination in the direction of the Provincial Party Committee.

Do not adjust the target to strive to achieve the highest possible level. This is a directive with a very high determination because over the past 3 quarters, Hai Duong's economic growth, although much higher than the national average, has only reached over 7%. If we want to reach over 9% for the whole year, the fourth quarter must grow over 14%. This is a difficult challenge to overcome.

Why is economic growth the key? Because only with growth can the scale of the economy be expanded. An expanded scale of the economy will increase people's income and employment, increase state budget revenue, increase capital for development investment, social security, etc.

Currently, Hai Duong has a population of more than 2.1 million people, accounting for about 2% of the country's population, but its area accounts for only nearly 0.5%. Natural resources are not abundant, some types of minerals have been exhausted. However, the province has many other advantages compared to many neighboring localities. That is cultural capital, human resources. That is the potential land fund for industrial development. That is the room to improve administrative procedures. Hai Duong is also less affected by the negative effects of development such as immigration, population density or environment.

The above plus points are due to the province's early formation of a harmonious development strategy, the most obvious of which is the development orientation of "green growth, digital transformation" of the 17th Provincial Party Congress.

Therefore, although economic growth is considered the key, the issue of preserving agricultural land should not be overlooked. Organic and circular agriculture will strengthen the ecological environment. Specialty agriculture will bring high economic value and high income to the people. Harmonious development of industry, agriculture and services will bring balance and create new potentials to improve people's lives, building a livable Hai Duong.

Among the growth pillars, attention should be paid to service development. This is a field in which Hai Duong has a large untapped potential and can consolidate long-term sustainable development.

Another issue that needs attention for harmonious development is improving the quality of investment attraction. To save land, limit the disadvantages of migration, and protect the environment, it is now impossible to attract projects that consume labor and land. Factories in industrial zones also need to be designed with many floors to avoid waste.

To promote economic growth on the above pillars, it is necessary to carry out specific actions with specific results, avoiding evasion, shirking responsibility, and not daring to take responsibility. If all levels and sectors join in action to achieve the highest targets, we will complete many of the 19 socio-economic targets for 2023 and the key economic growth target will also reach the highest level.

The key and final issue is still the staff. In recent times, the clearance of project sites and the promotion of public investment disbursement have clearly demonstrated the role of the leader. That is, wherever the leader has high determination and effective working methods, the work will have concrete changes, handle backlogs, put projects into operation quickly, and promote economic growth.
