Strengthening construction order management and fire safety for houses and buildings

The Ministry of Construction has just issued Document 6980 requesting localities to strengthen inspection and examination, promptly detect and strictly handle organizations and individuals that violate construction planning, construction order, and fire prevention and fighting (PCCC).

The document sent to the People's Committees of provinces and centrally-run cities stated that, through the inspection of the scene of the fire that occurred at 258 Pham Van Dong, Co Nhue 2 Ward, Bac Tu Liem District, Hanoi, the Ministry of Construction requested the People's Committees of provinces and cities to strictly implement fire prevention and fighting work according to the direction of the Prime Minister and the Ministry of Construction, especially Directive 19 dated June 24, 2024 on strengthening fire prevention and fighting in multi-storey houses, many apartments, and individual houses combined with production and business.

In addition, the Ministry of Construction also requested localities to implement the Ministry's instructions in Document 4157 dated September 15, 2023 on strengthening the implementation of legal regulations on construction for individual houses and multi-storey, multi-apartment housing projects.

Strengthen propaganda, guidance and dissemination of laws on construction order, construction safety and fire prevention at construction sites, facilities and crowded places.

At the same time, strictly control compliance with legal regulations on construction planning, construction licensing, construction quality, and construction order.

In particular, pay attention to managing the conversion of the function of a construction or part of a construction according to the provisions of construction law and related laws.

The Ministry of Construction requested localities to strictly control compliance with national technical regulations QCVN 06 and Circular 09/2023 of the Ministry of Construction amending national regulations on fire safety for houses and constructions, regulations on fire prevention and fighting for individual houses combined with production and business.

People's Committees of provinces and cities need to study and guide people to apply national standard TCVN 13967:2024 on regulations on individual houses and general design requirements.

Authorities shall strengthen inspection and examination work, promptly detect and strictly handle organizations and individuals that violate construction planning, construction order, and fire prevention and fighting according to the provisions of law.
