Accordingly, regarding the work of building budget estimates, localities focus on a number of tasks such as surveying, developing plans and projects for the arrangement of commune-level administrative units; spending on disseminating, disseminating, and mobilizing on the arrangement of administrative units; organizing the assessment of the impact of the arrangement; organizing the collection of voters' opinions; and ensuring the operation of the apparatus at the commune level after the merger...
The funding source for the work of reorganizing commune-level administrative units is proactively arranged and allocated by the People's Committees at district and commune levels in the budget estimates according to the current budget management decentralization; the provincial budget supports a part of the funding according to the level approved by the Provincial People's Committee.
Localities shall organize the development of a comprehensive budget estimate and send it to the Department of Finance before September 30, 2023 as a basis for developing a support plan to submit to competent authorities for consideration and decision.
