This is the direction of the Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, when inspecting the actual progress of site clearance for a number of public investment projects in Hai Duong City and Cam Giang District on the afternoon of December 18.
Comrade Luu Van Ban, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, together with leaders of a number of relevant departments and branches, inspected the progress of site clearance for three public investment projects. These are the investment project to build the new approach road to Cay bridge and the 33m-wide road connecting Vu Cong Dan road (Cam Giang); Renovation and expansion of Vu Cong Dan road connecting Hai Duong city with Cam Giang and Binh Giang districts; Comprehensive development of dynamic urban areas of Hai Duong city.
After the actual inspection, the Standing Vice Chairman of the Provincial People's Committee requested the People's Committee of Hai Duong City and Cam Giang District to coordinate with the Department of Natural Resources and Environment to speed up the site clearance progress of the above projects. During the site clearance process, agencies and units must comply with legal regulations on site clearance compensation and resettlement. In which, they must always respect and ensure the legitimate rights and interests of the people. The entire political system must participate in propaganda, mobilization, and consensus building. In case people do not comply, it is necessary to consider the option of forced site clearance to serve the requirements of socio-economic development. The projects must complete site clearance before December 31.
Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested localities and investors to direct contractors to take advantage of favorable weather conditions, focus on human resources and means to speed up project construction progress. Projects must take progress and quality as criteria. In particular, the project to renovate and expand Vu Cong Dan Street must be basically completed before the Lunar New Year. Regarding the problem of site clearance in the new urban area west of Tu Minh to serve the resettlement of households subject to site clearance on Vu Cong Dan Street, the Standing Vice Chairman of the Provincial People's Committee requested Hai Duong City to carefully verify the origin of the land, study compensation plans, and support site clearance for permanent residents in the province in the direction of creating conditions for resettlement. During the announcement ceremony of the provincial planning at the end of December, the city must temporarily stop construction in the area of Truong Chinh Street to ensure convenient traffic.
Checking the progress of implementation and acceptance of the investment project to build a new urban area north of Han Bridge (phase 1), the Standing Vice Chairman of the Provincial People's Committee assigned the Department of Construction to review and inspect the project's technical infrastructure, pay attention to fire prevention and fighting to advise the Provincial People's Committee on project acceptance. The acceptance needs to be implemented urgently, creating conditions for investors to be eligible for transfer after completing financial obligations.
