Speeding up the implementation of the Project on comprehensive development of dynamic urban areas of Hai Duong City

After listening to the Department of Planning and Investment and related departments and branches, Hai Duong City People's Committee reported on the implementation of the Project on comprehensive development of dynamic urban areas of Hai Duong City, proposed solutions to remove difficulties and obstacles, the Standing Vice Chairman of the Provincial People's Committee requested Hai Duong City People's Committee and related departments and branches to focus on removing obstacles in the project to speed up the implementation of bidding packages, especially the delayed bidding packages.

Hai Duong City People's Committee focuses on resolving all difficulties in site clearance for Package 5 (construction of wastewater treatment plant, equipment) and Package 6 (Bach Dang river embankment) to promptly hand over the site to the contractor to ensure the set progress. Arrange sufficient counterpart funds to pay for the completed volume of the packages according to the schedule; be responsible for ensuring the disbursement of all allocated capital for the project in 2023. Urge contractors to speed up the progress, ensure the quality of the works and progress as required, especially Package 5 must develop a detailed implementation plan, manage the implementation progress to ensure the completion of the package before the expiration date of the signed financial agreement.

The Provincial People's Committee assigned the Department of Natural Resources and Environment to coordinate with the Hai Duong City People's Committee to resolve remaining problems in the project's site clearance. The Department of Science and Technology coordinated to review the process and technology related to the project's technological issues, especially the wastewater treatment plant.

The Standing Vice Chairman of the Provincial People's Committee affirmed that this is a difficult and complicated project, so the People's Committee of Hai Duong City noted that during the project implementation process, it is necessary to ensure the project's progress and quality, and not to let any negative incidents occur during the project implementation process.

According to the report of the Department of Planning and Investment, the Hai Duong City Dynamic Urban Development Project was approved by the Prime Minister in October 2018 and adjusted in May 2020. The Provincial People's Committee approved the feasibility study report in March 2019 and adjusted in December 2021. The project has 9 construction packages with a total investment of more than VND 1,774 billion, with the Hai Duong City People's Committee as the investor. The project's capital comes from the World Bank's converted IDA loan and the province's counterpart capital. The project implementation period is from 2018 to June 30, 2025.

Currently, the packages have been implemented, of which package No. 5 was just started on November 8. This package is behind schedule due to the slow signing of the construction contract compared to the plan; the site clearance work is also slow. Package No. 6 of Bach Dang river embankment has only completed about 10% of the work volume, the construction is slow due to the slow site clearance progress. The annual foreign capital allocation for the project has not ensured the ratio of 30% allocated capital and 70% re-loaned capital.
