Hai Duong Province Farmers Support Fund is expected to receive an additional 10 billion VND each year.

According to the report of the Provincial People's Committee, the capital source, plan for allocating and supplementing charter capital in each period of the Fund is built on the basis of the actual needs of the unit, suitable to the actual local situation and the ability to balance the provincial budget; agreed upon by the Departments of Finance, Planning and Investment and ensuring the provisions in Clause 2, Article 30 of Decree 37/2023/ND-CP.

Specifically, the charter capital is over 40.6 billion VND. The additional capital for the 2024-2025 period from the provincial budget is 20 billion VND (10 billion VND per year). The operating capital for the 2026-2030 period is implemented on the basis of balancing the provincial budget to arrange additional capital for the Provincial Farmers Support Fund.

The organizational structure of the Farmers Support Fund is built to ensure compliance with the provisions of Article 8 of Decree No. 37/2023/ND-CP dated June 24, 2023 of the Government on the establishment, organization and operation of the Farmers Support Fund.

The Hai Duong Farmers Support Fund was established in 1997. After more than 27 years, the fund has operated effectively in terms of politics, society and finance. The fund has provided loans to 1,182 households in 111 household group projects, with an annual outstanding loan balance of 100% and 0% bad debt. From this source of capital, many farmer members have risen to produce, do business, and make a profit, and have supported members in difficult circumstances and poor households.

The proposal to pass a resolution on the policy of perfecting the organization and operation of the Farmers Support Fund of Hai Duong province is implemented according to Decree No. 37/2023/ND-CP, dated June 24, 2023, issued by the Government on the establishment, organization and operation of the Farmers Support Fund.
