On the morning of May 10, chairing the national online conference on natural disaster prevention and search and rescue in 2024, Deputy Prime Minister Tran Luu Quang requested to improve the quality of weather forecasting and natural disaster developments.
Attending the conference at Hai Duong bridge point were comrade Bui Van Thang, member of the Provincial Party Standing Committee, Deputy Head of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue, Director of the Department of Agriculture and Rural Development and delegates of the province.
Concluding the conference, Deputy Prime Minister Tran Luu Quang emphasized that in 2024, the natural disaster situation will continue to be complicated and unpredictable. In order to prevent, respond to and minimize damage caused by natural disasters, all levels and sectors need to promptly advise on perfecting the organization and operation of the National Civil Defense Steering Committee and the Civil Defense Command Committees of ministries, sectors and localities after the Decree guiding the implementation of the Law on Civil Defense is issued, ensuring continuous and effective operation in directing and advising on response to natural disasters. Assign the military force as the standing agency of the Steering Committee and the Civil Defense Command Committees of ministries, sectors and localities to respond as quickly, strongly and promptly as possible to natural disasters and incidents.
Continue to review, supplement and complete the system of legal documents on natural disaster prevention. Not only amend old documents, but also build new legal documents suitable to the current situation.
Raise public awareness of the importance of disaster prevention, use social networks as an effective tool to promptly inform the public about weather and natural disaster developments so that they can proactively prevent and respond.
Strengthen inspection and supervision, especially before the flood season. Review plans and calculate the most reasonable scenarios for natural disasters and weather conditions in each locality.
Deputy Prime Minister Tran Luu Quang said that meteorological and hydrological agencies must improve forecast quality, ensuring early, timely and accurate forecasting of natural disasters, especially those that cause great damage such as storms, floods, inundation, flash floods and landslides.
Organize, direct, command and effectively implement response work to natural disasters and incidents. Enhance the capacity and responsibility of local and unit leaders, and mobilize all resources for investment in natural disaster prevention.
Deputy Prime Minister Tran Luu Quang also requested international organizations to accompany and support Vietnam in natural disaster prevention work, such as sharing information about countries with natural disasters like Vietnam; supporting the work of forecasting and warning natural disasters; and paying attention to investing in natural disaster prevention infrastructure through projects.
According to the forecast of the provincial Hydrometeorological Station, in 2024, Hai Duong is likely to be affected by 2-3 storms or tropical depressions concentrated in the months of August and September. The peak of heat waves is concentrated in June and July. The number of heat waves is likely to be more and more severe than the average of many years with 7-9 widespread heat waves, including 2-3 severe heat waves and some days with especially severe heat (over 39 degrees Celsius). The total rainfall for the whole season is at 1,000-1,100 mm, lower than the average of many years. The whole season may have 5-8 heavy to very heavy rains, concentrated from May to October.
