Car drivers traveling on state-invested highways will have to pay a fee of at least VND900 and at most VND5,200 per kilometer.
In order to guide the implementation of the Road Law, the Government has just issued Decree 130/2024 regulating the collection of fees for vehicles traveling on expressways owned by the entire people, of which the State represents the owner and directly manages and operates.
Five groups of vehicles must pay highway usage fees, divided into two levels. Level 1 applies to completed highways that meet standards; level 2 applies to highways that do not meet standards, such as those without rest stops, service roads, or emergency lanes.
The specific fees are as follows (unit VND/km):

The decree takes effect from October 10, but the Ministry of Transport has not yet announced the date when toll collection will begin.
The Vietnam Road Administration estimates that tolls collected from state-invested expressways could reach VND3,210 billion per year, contributing VND2,850 billion to the budget. In the future, all state-invested expressways will be equipped with intelligent transportation systems (ITS), including automatic non-stop toll collection.
Currently, 12 state-invested expressway projects have been put into operation and can collect tolls, including: Lao Cai - Kim Thanh, Hanoi - Thai Nguyen, Ho Chi Minh City - Trung Luong, Cao Bo - Mai Son, Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Cam Lo - La Son, La Son - Hoa Lien, Vinh Hao - Phan Thiet, Phan Thiet - Dau Giay and My Thuan - Can Tho.
The Road Law passed by the National Assembly on June 27, 2024 has added many regulations on management and investment in developing road infrastructure, including collecting usage fees for vehicles traveling on state-invested highways.
