Developing national universities to compete with international universities

The Government Office has just announced the conclusion of Deputy Prime Minister Tran Hong Ha on the draft decree regulating the functions, tasks and powers of national universities.

Complete the draft university decree before July 15

Previously, on the afternoon of June 30, Deputy Prime Minister Tran Hong Ha chaired a meeting on the draft decree regulating the functions, tasks and powers of national universities.

After listening to the reports of the directors of two national universities (Hanoi and Ho Chi Minh City), the opinions of representatives of leaders of ministries, agencies and delegates attending the meeting, Deputy Prime Minister Tran Hong Ha concluded three important contents.

The policy of the Party and State is to develop national universities into leading training centers of the country, competing with international universities to solve human resource problems of regions, industries and fields, meeting the development goals of the country.

To achieve the above objectives, the decree regulating the functions, tasks and powers of national universities must be a framework decree:

Resolve existing difficulties and obstacles and have new, breakthrough mechanisms, policies and regulations to create a legal environment and space for schools to promote initiative, creativity, development, and international integration, becoming centers for training human resources and developing talents for the country.

Clarify the legal status, objectives, tasks, mechanisms, apparatus, organization, authority, and mission of national universities. Universities within national universities must form an ecosystem.

Regulations on assessment criteria (on facilities, teaching staff, training programs...) to achieve national university standards from the current two national university model and in harmony with international criteria.

Deputy Prime Minister Tran Hong Ha assigned the Ministry of Education and Training to preside over and coordinate with the two national universities to continue perfecting the draft decree, agreeing to resolve difficulties in issuing training regulations and submit them to the Prime Minister before July 15.

The national university model must make a breakthrough in training human resources and talents.

Also at the meeting, leaders of the two national universities hoped that the decree would remove current difficulties and obstacles in autonomy in developing and promulgating separate training regulations, approving tuition fees, and determining legal status...

According to Deputy Prime Minister Tran Hong Ha, the decree must remove existing difficulties and obstacles, allowing the implementation of new mechanisms and policies to create autonomous, creative, and flexible space for national universities to develop on par with international integration.

The ultimate goal is to train human resources with quality comparable to the world's leading universities. The decree must include regulations on criteria for evaluating national universities in terms of facilities, teaching staff, training programs, teaching methods, quality of graduates, etc. in harmony with international criteria.

The Deputy Prime Minister emphasized: "The national university model must have a breakthrough, both operating according to market mechanisms and carrying out "orders" from the State, training talents, and developing basic research."
