Ninh Giang borders Thai Binh province and Hai Phong city, with national highway 37 and provincial roads 391, 392, 396, 396B, and the North-South axis passing through. Every day, the number of vehicles participating in traffic on the roads through Ninh Giang district is relatively large.

In order to ensure traffic order and safety in the whole district, Ninh Giang has implemented many synchronous solutions. Along with strengthening the leadership and direction of the Party Committee and the government in ensuring traffic order and safety, the district has increased propaganda, strictly handled violations, and paid attention to reviewing and handling points where traffic accidents often occur. The district implements the motto of "clear people, clear work, clear responsibilities" in each stage of planning, summarizing, evaluating, and drawing lessons from activities to ensure traffic order and safety.

In previous years, the intersection of National Highway 37 into the old Quyet Thang commune, near Ung Hoe market, was potentially dangerous for road users and had been the site of fatal traffic accidents. At the end of 2022, this intersection was equipped with traffic lights, painted road markings, and speed bumps, so this area is no longer considered a potential traffic accident spot.

Ninh Giang is also a typical example of the province in handling violations of road traffic infrastructure protection. In the first 6 months of 2024, the district had 66 violations related to the field of road traffic safety corridors. By August 7, the locality had cleared 47 cases, 14 cases had signed a commitment with the Commune People's Committee to only build temporary works on legal land... In cases where after many times of propaganda, explanation, and mobilization, they do not voluntarily dismantle, the locality will carry out enforcement and clearance to thoroughly handle the violations.

The work of ensuring traffic order and safety is implemented specifically according to locality, region, route, area and immediately when problems arise. After the investment and upgrading of Highway 396, there were 7 traffic accidents, some of which resulted in deaths. The cause was due to people changing direction unsafely, going from branch roads to main roads without observing... Faced with this situation, the District Police advised the Chairman of the District People's Committee to implement a plan to ensure traffic order and safety, reducing traffic accidents on Provincial Highway 396 running through the district. According to Ninh Giang District Police, through patrolling, controlling, basic investigation and assessing the causes of traffic accidents on each route, the unit will have measures and recommendations to overcome them as soon as possible, not depending on the regular time of the week, month, quarter.

Major Tran Tuan Linh, Captain of the Traffic Police and Order Team, Ninh Giang District Police, said that on routes with potential risks of traffic accidents, the traffic police force has increased patrols and controls 24/7, closing the area, even outside of working hours, the hours when drivers often think there are no functional forces on duty, so they do not comply with regulations. The traffic police force also receives feedback from people directly, through feedback on social networks...

As a result, in the first 7 months of 2024, the traffic police of Ninh Giang District Police detected 1,384 cases of traffic order and safety violations, fined nearly 3.4 billion VND, revoked the driving licenses of 344 cases, and detained 540 vehicles. Of which, the alcohol and drug violations alone fined 295 cases, fined more than 1.2 billion VND, and 521 cases of speeding violations, fined more than 1.2 billion VND.

Improve propaganda effectiveness

Through patrolling and controlling, the traffic police of Ninh Giang District Police organized propaganda for 1,153 cases of violations, signed a commitment to strictly comply with the Road Traffic Law, not to re-offend. The traffic police organized 35 propaganda sessions on the Road Traffic Law for more than 11,000 students, teachers at primary, secondary and high schools, youth union members and more than 8,000 people in villages and residential areas in the district.

Comrade Pham Minh Phuong, Deputy Head of Ninh Giang District Radio Station, said that the station promptly propagates and updates the situation of traffic order and safety in the district, broadcasting news at appropriate times to achieve effective propaganda.

On August 7, the Chairman of Ninh Giang District People's Committee requested the Chairmen of the People's Committees of communes and towns to establish "Groups to ensure traffic order and safety at the grassroots level". This group operates similarly to the Community Covid Group, the Working Group of Project 06 at the grassroots level... 100% of communes and towns mobilize grassroots forces to participate in ensuring traffic order and safety. In which, focusing on implementing instructions on traffic participation during rush hours, surveying and proposing solutions to handle rural traffic problems, reminding people to handle encroachment on roads and sidewalks, launching a movement for the whole population to provide images and videos to serve the handling of violations of traffic order and safety...

According to the Office of the Provincial Traffic Safety Committee, in the first 7 months of 2024, Ninh Giang district had 26 traffic accidents and collisions, killing 7 people and injuring 24 people. Compared to the same period in 2023, there were 11 more cases, 17 more injuries, and 1 less death due to traffic accidents (down 13%). This is one of 2 localities in the province with a decrease in the number of deaths due to traffic accidents compared to the same period last year.
