Cam Giang district has many large villages such as Van Thai village (Cam Van commune), Quy Duong village (Tan Truong commune), Phu Loc village (Cam Vu commune)... Phu Loc village currently has 1,328 households with over 4,000 people. This is one of the villages with the largest population in the province and double that of other villages in the commune. Previously, Phu Loc village had 3 deputy village heads. Since the implementation of Resolution No. 05/2020/NQ-HDND, dated July 25, 2020 of the 16th Provincial People's Council on titles, quantity, allowance levels, compensation levels and budget allocation for non-professional workers at the commune, village and residential area levels; budget allocation for socio-political organizations at the commune, village and residential area levels in Hai Duong province, Phu Loc village has only 1 deputy village head. Phu Loc village has more than half of the households doing business, so there are many problems with environmental sanitation and violations of traffic safety corridors.

Having been a village chief for many years, but since becoming the Party cell secretary, Mr. Hoang Van Vang, now 64 years old, often feels overloaded with work. Along with Party work, Mr. Vang has to do most of the work in the village himself. “I have almost no time to take care of my family. Even though there is a deputy village chief, people call the village chief for everything, from clogged drainage, uncollected garbage, or land violations,” Mr. Vang shared.

As a suburban ward of Hai Duong city, Khanh Hoi residential area, Nam Dong ward has about 80% of the total households of more than 1,150 households still maintaining agricultural production. According to comrade Dinh Van Xuan, Party Cell Secretary, Head of Khanh Hoi residential area, the workload here is 2-3 times more than in inner-city residential areas because they also manage and operate work related to farming. Compared to villages, the work in residential areas is also more because they also participate in managing urban order, construction, etc. Statistics show us a long series of jobs that must be directly resolved, comrade Dinh Van Xuan shared: "It is called a residential area but there are enough agricultural jobs such as rat extermination, dredging canals, disease prevention for livestock and poultry, etc. All jobs from the smallest ones such as people arguing, funerals and regardless of day or night, when people have a problem, we must be there to resolve it", comrade Xuan added.

Old age, low level of education

Hai Duong and other localities in the province have not yet had full statistics and reports on the current situation, especially on the age and qualifications of the team of Party cell secretaries who are also heads of villages and residential areas in the province.

According to research in Gia Loc district, currently out of 106 Party cell secretaries in the district (most of whom are also village and residential area chiefs), 73 people (accounting for nearly 70%) do not have professional qualifications, 52 people (accounting for nearly 50%) have just graduated from junior high school. In Gia Loc district, there are currently 12 Party cell secretaries over 65 years old.

Comrade Nguyen Van Hung, Deputy Head of the Organizing Committee of Gia Loc District Party Committee, said: “Currently, the requirements for work at the grassroots level are getting higher and higher. Older comrades have the advantage of being dedicated and responsible, but they also have limitations such as not being as quick and flexible as young people. The most specific example is the application of information technology in the activities of the current Community Digital Technology Teams and in the recent fight against the Covid-19 pandemic. It will be very difficult for older comrades to access and do this well and still need a lot of support from others.”

The situation of Party cell secretaries who are also village and residential area heads, who are old and have low qualifications, is also a common situation in localities in the province. In Cam Giang district, about 30% of Party cell secretaries who are also village heads have a junior high school degree. The number of people over 65 years old is also not uncommon in communes.

In Kinh Mon town, most of the Party cell secretaries who are also village and residential area heads are over 50 years old and about 10% of the total number of Party cell secretaries who are also village and residential area heads in the town are over 65 years old. In Hai Duong city, there are currently no separate statistics, but according to the summary of the results of the Party cell congresses under the grassroots Party Committees for the 2022-2025 term, out of a total of 1,241 Party cell members under the Party Committees of communes and wards, nearly 25% are over 60 years old, more than 12% are over 66 years old. In Ninh Giang district, the number of Party cell secretaries who are also village and residential area heads with university degrees can be counted on the fingers.

To let master be village chief

After graduating with a bachelor's degree in land management science, Mr. Hoang Gia Luc, born in 1992 in Xa Son village, Quang Thanh commune (Kinh Mon town) returned to his hometown to live, work and actively participate in local movements (Mr. Luc also graduated with a master's degree in Economic Law). At the end of 2021, Mr. Luc was elected as Party Cell Secretary and Head of Xa Son village. According to the assessment of Quang Thanh commune leaders, since Mr. Luc took on the above position, many tasks in the village have been renewed and more positive. In the past 2 years, Xa Son village has mobilized more than 2 billion VND from socialized sources to build and renovate public works. Many existing problems in public fund revenue and expenditure and agricultural production organization in the village have been resolved.

Currently, along with direct management of work, Mr. Luc also created many Zalo groups to provide information and manage work more promptly. Mr. Luc's personal Facebook page and the Xa Son village Fanpage with thousands of followers are also important information channels for local people and children living far from home to update the situation and activities of the village and create connections between people. Graphic design is both Mr. Luc's part-time job and helps him serve the common work whenever the village has programs and events.

According to Mr. Hoang Gia Luc, along with his love for his homeland, the constant attention and favorable conditions provided by the Party Committee and the government are also important motivations for him to stick with his work. "Since I was a member of the Youth Union, I was sent by the commune leaders to attend classes and training courses to improve my professional skills. The effectiveness of my work is partly due to the attention and support of the Party Committee, the government, the mass organizations and the elders in the village, especially when the work encountered difficulties that needed to be resolved," Mr. Luc added.

What is the solution?

Hai Duong province currently has 902 villages and 439 residential areas, of which 94.75% of villages and residential areas have Party cell secretaries who are also village and residential area heads. The Provincial People's Committee is drafting a report on the regulations on titles, numbers, allowance levels, support levels and operating budget allocations for part-time activists, socio-political organizations at the commune, village and residential area levels in the province to submit to the Provincial People's Council (to replace Resolution 05/2020/NQ-HDND).

According to the leader of the Department of Home Affairs, the drafting of the report is being carried out very urgently to submit to the Provincial People's Council for consideration at the end of 2023 session. Compared to Resolution 05/2020/NQ-HDND, dated July 25, 2020 of the 16th Provincial People's Council, if approved by the Provincial People's Council, the regime of non-professional workers in villages and residential areas will have many changes in the direction of improvement. Along with the increase in allowances, Party cell secretaries who are also village and residential area heads will receive 100% of the allowance for concurrent positions (currently 75%). Party cell secretaries who are also residential area heads in residential areas with 500 households or more and villages with 350 households or more converted into residential areas due to the establishment of commune-level urban administrative units will also receive the same allowance as these positions in villages with 350 households or more...

However, from the practical point of view, to improve the quality and effectiveness of the team of Party cell secretaries who are also village and residential area heads, there needs to be more close-knit solutions that are more suitable for each specific case. Typically, for villages and residential areas with large households, 1,000 households or more, having one person as Party cell secretary and village and residential area head will be very stressful. Many opinions at the grassroots level believe that for villages and residential areas with large populations, the province can consider allowing the arrangement of additional deputy village heads or implementing Party cell secretaries who are also Heads of the Front Work Committee, without concurrently holding the position of village and residential area heads. The regulation of allowance levels for non-professional workers and those directly involved in work in large villages also needs to be implemented closely to the scale of the number of families (currently, only the general level is regulated for villages with 350 households or more).

In order to attract qualified and capable people to participate in the work, and at the same time motivate non-professional workers to improve their qualifications to meet the increasingly high job requirements at the grassroots level, it is necessary to have more specific mechanisms and policies such as increasing allowances for people with university degrees; supporting social insurance payments during the working period; focusing on training and fostering... also need to be researched and carefully considered in the coming time.
