The Residential and Service Area Project for Workers in Ai Quoc Industrial Park in Ai Quoc Ward (Hai Duong City) has many limitations and violations.
The prolonged restrictions and violations that have not been remedied by the investor have caused many problems and negatively affected local public opinion.
Slow to fix
The project of Residential and service area for workers in Ai Quoc industrial park was approved by the Provincial People's Committee for feasibility study report in 2004 with a total planning area of over 26.7 hectares by Nam Quang Infrastructure Investment and Development Joint Stock Company as the investor.
The project aims to complete the technical infrastructure system, contributing to promoting urban development in the area, while solving the housing needs of workers.
This project started construction of technical infrastructure in 2005 and was adjusted and extended many times by the Provincial People's Committee.
In the project adjustment in September 2020, the Provincial People's Committee required the investor to complete the construction of the technical infrastructure system within 12 months, starting from September 1, 2020. However, up to now, the investor has not yet completed a number of items according to regulations such as power stations, wastewater treatment stations, flower gardens, trees, etc.
The project has lasted for many years, some items have deteriorated and have not yet been accepted.
The inspection results of the competent authorities showed that the project had violations in the process of infrastructure construction and construction management. The investor constructed technical infrastructure works with many discrepancies, not in accordance with the approved detailed construction plan, and did not keep records as prescribed.
Some roads are constructed with incorrect road and sidewalk widths. Pipe diameters and drainage directions on some routes have been changed, and water supply pipe types on some routes have been changed.
The investor added some wastewater drainage pipes that were not included in the approved plan. The wastewater treatment plant was not built with sufficient capacity. The location, route direction, type, and structure of some power lines were different from the detailed plan...
Inspections by the Department of Construction showed that most of the construction works between 2006 and 2017 did not have construction permits. Many individual houses of households were built not in accordance with the approved 1/500 detailed planning.
According to the adjusted planning approved in 2018, the market project at lot CC1 was built against the planning, exceeding the construction boundary by an average of about 4m.
Land transfer without sufficient conditions
According to the detailed planning approved in 2018, the project has 828 adjacent residential plots. Through the reporter's investigation, the investor has signed contracts to transfer more than 700 plots of land.
Of the transferred land lots, 263 lots were not eligible for transfer due to incomplete technical infrastructure, but the investor had signed transfer contracts with individuals.
Currently, Hai Duong City has issued land use right certificates for more than 400 plots of land. Many households that have received land transfers but have not yet been issued land use right certificates have expressed their frustration and petitioned the authorities and provincial leaders for a solution.
According to the Department of Construction's assessment, the project has been implemented for many years but has not been completed, accepted, handed over and put into operation and use. The main responsibility lies with the project investor due to not strictly complying with regulations during the implementation process.
Many land users at the project do not strictly comply with regulations on construction, land and related laws.
Local authorities have not done a good job of managing construction activities and construction order, leading to many illegal constructions not being detected, inspected, prevented, or handled promptly for a long time, making it difficult to overcome the consequences.
Regarding the issues at this project, the authorities of Hai Duong province have held many meetings to remove obstacles and limitations. The provincial leaders have also given specific instructions.
