24 residential and urban projects in Hai Duong can bid to select investors immediately, without having to submit to the Provincial People's Council for decision.
According to the Department of Planning and Investment of Hai Duong province, before August 1, 2024, there were 24 residential and urban projects in the province that had been approved by the Provincial People's Committee in principle for investment and allowed to apply the form of bidding to select investors to implement the project, but bidding had not yet been conducted.
Of which, Kim Thanh district has 8 projects, Kinh Mon town has 5 projects, Cam Giang district has 4 projects; Chi Linh city and Gia Loc district have 2 projects each; Tu Ky, Nam Sach, Thanh Ha districts have 1 project each. According to regulations, these residential and urban area projects do not have to be included in the list of land plots for bidding to select investors to implement projects using land to submit to the Provincial People's Council for decision.
The Department of Planning and Investment has also appraised 78 land plots proposed to apply the form of bidding to select investors to implement residential and urban area projects proposed by districts, cities and towns. Based on the criteria and principles according to Resolution No. 11/2024/NQ-HDND of the Hai Duong Provincial People's Council on regulations on criteria for deciding to conduct bidding to select investors to implement investment projects to build new urban areas or renovate and embellish urban areas and rural residential area projects in the province, the Department of Planning and Investment proposed the Provincial People's Committee to submit to the Provincial People's Council for approval the list of land plots to conduct bidding to select investors with 31 land plots to implement residential and urban area projects.
