At the beginning of the school year, many localities require schools and teachers not to organize extra classes, extra learning, or joint teaching with outside centers in any form.

Absolutely do not organize extra classes for students who study in the afternoon twice a day, or for primary school students (except in cases of art, physical education, and life skills training).

The Department requires school leaders to strengthen inspection, monitoring, grasping and managing their staff and teachers participating in extra teaching inside and outside of school.

Students who want to take extra classes must voluntarily write an application for extra classes and have their family agree, and the student's parents or guardians must directly sign the application.

This Department requires no extra teaching or learning for students whose schools have organized two sessions per day; no extra teaching for primary school students, except in cases such as: training in arts, physical education, life skills training, English teaching...

Do not teach more than 5 sessions/week for grades 9 and 12 and no more than 4 sessions/week for the remaining grades at the secondary level; do not teach more than 4 periods/session; do not organize extra teaching and learning on Sundays, holidays and after 5:30 p.m. on weekdays.

Mr. Thanh said that the Department will issue an official dispatch guiding the organization of life skills education activities in educational institutions; clearly stating the principles, conditions, standards of centers, educational institutions, and implementation processes. Especially the conditions and standards for curriculum, documents, teachers, reporters, and trainers.

When life skills centers meet the requirements according to the above guidance document, the department will review and allow implementation in schools according to the correct procedure.

In March 2023, Minister of Education and Training Nguyen Kim Son emphasized that since 2012, the Ministry of Education and Training issued Circular No. 17 stipulating that extra teaching and learning activities must ensure basic principles.

First, do not organize extra classes according to regular classes. Second, students in the same extra class must have similar academic ability. When placing students in extra classes, it must be based on their academic ability.

Third, absolutely do not cut down on the content of the regular general education program to include it in extra classes. Fourth, do not teach extra classes ahead of time that are in the regular general education program.

Teachers are not allowed to use any form of coercion to force students and their families to take extra classes. At the same time, teachers are not allowed to teach their own students without permission from the school. The provincial People's Committee is responsible for managing extra teaching and learning activities in the area; issuing documents regulating extra teaching and learning in the area.
