The People's Procuracy of Ho Chi Minh City has just issued an indictment, prosecuting Mr. Nguyen Van Chung (37 years old, residing in Binh Tan district) for fraud and property appropriation.

Mr. Chung is one of the people who filed a complaint against Mr. Tran Qui Thanh and his son.

According to the indictment, DCB Surveying, Construction and Housing Trading Company Limited's main business is architectural and technical consulting activities, with Mr. Nguyen Van Chung as general director.

From 2015 to 2018, Mr. Nguyen Van Chung used the legal entity of DCB Company to sign deposit contracts to transfer land use rights, land transfer contracts, business cooperation contracts, and agreements to transfer land and collect money from many customers.

The plots of land that Mr. Nguyen Van Chung agreed to divide and separate to sell to customers are not under his legal rights of use. Some of them are in the planning of traffic land, green land, and are subject to land recovery without the possibility of changing the land use purpose, dividing and separating plots to sell to customers.

During the entire process from 2015 to present, Mr. Chung had no land to deliver nor return money to customers, but appropriated it for personal use.

During the investigation so far, the investigation agency determined that Mr. Nguyen Van Chung used his position as director and representative of DCB Company to sign contracts with 43 customers and appropriated a total of 72.85 billion VND, returned 3.92 billion VND, and appropriated 68.93 billion VND.

It is known that Mr. Nguyen Van Chung, Mr. Lam Son Hoang (residing in Phu Nhuan, Ho Chi Minh City), Mr. Le Van Lam (general director of Kim Oanh Dong Nai Investment and Development Joint Stock Company) filed a complaint against Mr. Tran Qui Thanh and his son and a number of other individuals.

The individuals who filed the complaint allege different things, but they all have in common that they borrowed money from Mr. Tran Qui Thanh and they claim that they were then "forced" to transfer the real estate to Mr. Thanh or his daughter, or a company designated by Mr. Thanh.

In the complaint, Mr. Nguyen Van Chung said he borrowed money from Ms. Tran Uyen Phuong and signed a "fake contract" to transfer a plot of land of thousands of square meters in Binh Tan district, but then lost the plot of land.

Recently, Mr. Tran Qui Thanh and his two daughters, Tran Uyen Phuong and Tran Ngoc Bich (both Deputy General Directors of Tan Hiep Phat) were prosecuted and temporarily detained by the Ministry of Public Security's Investigation Police Agency to investigate the act of abusing trust to appropriate property related to these accusations.
