From the People's Committee of Hoang Tien ward to Suoi Gang and Luc Dong area is only about 3-4 km, the road is convenient. Meanwhile, to go to the center of An Sinh commune, people have to cross the stream, about 6-7 km, the road is small, narrow and difficult to travel. In the past, people had a hard time traveling because the stream water in the rainy season flows rapidly and is dangerous, but now there is a bridge across the river, which is only less difficult but still not convenient.

Although they have a Quang Ninh registration but live in Hai Duong, although they always receive affection from Hai Duong, the people of Suoi Gang and Luc Dong still suffer more disadvantages than other Quang Ninh people. Therefore, becoming Hai Duong people and living in Hai Duong is the legitimate desire and aspiration of these households.

Mr. Cao Duy Hiep, a native of Suoi Gang, is 83 years old this year, with 57 years of Party membership, and was choked up when he became a Hai Duong native when he was on the other side of life. On August 9, the People's Committees of Hai Duong and Quang Ninh provinces organized the reception and handover of encroached farming and residential areas between the two localities. Accordingly, Hoang Tien ward (Chi Linh) received 94 households with 344 people and a natural area of ​​over 112 hectares from An Sinh commune (Dong Trieu). This area has 6 cases of meritorious people, relatives of meritorious people, 13 people receiving monthly social allowances and 2 people receiving pensions. The handed over area operates under the new administrative unit from September 1.

Thanks to the high consensus and unanimity, the handover of Suoi Gang and Luc Dong residents to Hoang Tien ward took place quickly and urgently. Provincial authorities and sectors proactively implemented tasks so that the new Hai Duong citizens would soon be legally recognized and gradually stabilize their lives. Comrade Nguyen Van Duong, Party Secretary and Chairman of Hoang Tien Ward People's Committee, said that the time when Suoi Gang and Luc Dong residents became Hai Duong citizens coincided with the National Day holiday on September 2. However, the locality still urgently carried out tasks and tasks according to instructions from above.

On the very first day of Suoi Gang and Luc Dong areas operating under the new administrative unit (September 1), the Standing Committee of the Ward Party Committee, the Party Cell Committee, and the Front Work Committee of Tan Tien residential area met to discuss and assess the advantages and disadvantages to develop a plan to soon stabilize the lives of people in the area handed over to local management. On September 3, after consulting with representatives of Suoi Gang and Luc Dong households, the People's Council of Hoang Tien ward passed a resolution to implement the stabilization of people's lives after receiving the area.

“In the process of completing legal procedures for people in Suoi Gang and Luc Dong to be recognized as Hai Duong citizens, the leaders of Hoang Tien and An Sinh wards agreed to create maximum conditions for people when carrying out administrative transactions and resolving problems related to procedures and documents. The two localities also publicized the phone numbers of the ward and commune leaders as focal points to receive and handle people's proposals and recommendations. Due to the isolation, investment in development in Suoi Gang and Luc Dong is still limited. After stabilizing the situation, the ward will propose to renovate the infrastructure to create a basis for people to produce conveniently,” added the Party Secretary and Chairman of the People's Committee of Hoang Tien ward.

Previously, although belonging to Quang Ninh province, the people of Suoi Gang and Luc Dong still received attention and care for social security issues from Hoang Tien ward. Facilities and infrastructure serving economic development and life in the ward were also shared with households in Luc Dong and Suoi Gang areas without comparison or discrimination. Therefore, when officially becoming Hai Duong people, everything will certainly be more favorable for the people of Suoi Gang and Luc Dong.

In order for new Hai Duong citizens to feel secure and stabilize their new lives, besides the advantages, there are still obstacles that need to be thoroughly resolved soon. Among them, the issuance of land use right certificates is also of the greatest concern to new Hai Duong people. Besides the joy of becoming a Hai Duong citizen, Ms. An also suggested: "Currently, my family and many other households have had their red books revoked by Quang Ninh province. Therefore, I hope that the agencies and departments of Hai Duong province will soon issue new books so that people can have conditions to borrow capital to do business." The issuance and replacement of citizen identification cards also needs to be implemented soon to help people carry out administrative transactions conveniently and easily.

There are still many procedures and documents to be completed, and many tasks to be implemented to stabilize the lives of the people of Suoi Gang and Luc Dong after being handed over to Hai Duong province.
