According to the report of the Department of Home Affairs, Hai Duong will hand over to Quang Ninh province 166 households with 476 people and the entire area of 36.03 hectares along with the infrastructure of Nam Hai hamlet in Kenh Giang residential area, Van Duc ward (Chi Linh) to Nguyen Hue commune, Dong Trieu town (Quang Ninh). The province will also hand over 57 households with 166 people and the entire area of 40 hectares along with the infrastructure of Trai Chem hamlet, Tram Lo village, Bach Dang commune (Kinh Mon) to Nguyen Hue commune or Thuy An commune, Dong Trieu town. Hai Duong will receive from Quang Ninh province 94 households with 344 people and the entire area of 112.15 hectares along with the infrastructure of Luc Dong and Suoi Gang hamlets in Son Loc village, An Sinh commune, Dong Trieu town to Tan Tien residential area, Hoang Tien ward (Chi Linh). The time of receiving and handing over is expected in the second quarter.

At the same time, the administrative boundary between the two provinces will be kept intact. However, when receiving and handing over, there will be some difficulties when in the encroachment and settlement areas, most households have not been granted land use right certificates, the population is not distributed in a concentrated manner, and the infrastructure is not guaranteed.
