On October 27, the National Assembly discussed piloting a number of special mechanisms and policies for investment in the construction of traffic works.

In the morning session, the National Assembly will listen to reports explaining, accepting and revising the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level. After that, the National Assembly will discuss a number of contents with different opinions of the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

In the afternoon session, the National Assembly listened to the Presentation and Verification Report on the draft Resolution on piloting a number of specific mechanisms and policies on investment in the construction of road traffic works.

After that, the National Assembly discussed in groups about adjusting some contents of Resolution 53/2017/QH14 dated November 24, 2017 of the National Assembly on the Feasibility Study Report of the Land Reclamation, Compensation, Support and Resettlement Project of Long Thanh International Airport; Resolution on piloting some specific mechanisms and policies on investment in construction of road traffic works.

Previously, in the morning session on October 26, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to Minister of Transport Nguyen Van Thang, authorized by the Prime Minister, present a Report on adjusting a number of contents of Resolution 53/2017/QH14 dated November 24, 2017 of the National Assembly on the Feasibility Study Report of the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh International Airport and Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented a Report on the verification of the above content.

Next, the National Assembly listened to Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy present a report explaining, accepting and revising the draft Law on Water Resources (amended).

Afterwards, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Water Resources (amended).

At the discussion session, 28 delegates spoke, focusing on the following contents: State policies on water resources; prohibited acts; national information system and database on water resources; responsibility for providing and updating information and data on water resources; responsibility for state management of water resources of the Government, Ministries and ministerial-level agencies. Development of science and technology in management, protection, exploitation and use of water resources. Prevention, control and overcoming of harmful effects caused by water; funding for basic water resource surveys. Functions of water resources; artificial replenishment of groundwater; list of river basins, list of water sources; integrated planning of river basins. Organization of preparation and approval of integrated planning of inter-provincial river basins; minimum flow. Principles for determining minimum flow on rivers, streams and downstream of dams and reservoirs. The role of the community in monitoring and proposing measures to implement the integrated planning of inter-provincial river basins. Planning, regulating and distributing water resources, water resources when drought and water shortage occur. Declaration, registration of licensing, validity of licenses on water resources, exploration, exploitation and use of water resources. Cases where registration of exploitation and use of water resources is required.

List of lakes, ponds, lagoons and estuaries that cannot be filled. Rights and obligations of organizations and individuals exploiting and using water resources. Water quality standards, discharge standards; water source protection corridors. Groundwater protection plan; protection of domestic water quality, surface water quality, water quality in agricultural production, aquaculture, mineral exploitation and other activities.

Management, exploitation and use of canals; restoration of polluted and depleted rivers; regulation and distribution of water resources. Operation procedures for dams, reservoirs and inter-reservoirs; incentives and support for management, protection, regulation, distribution, development, exploitation and use of water resources, prevention, control and remediation of damage caused by water. Taxable price for natural water resources; fee for granting the right to exploit water resources.

At the end of the discussion session, Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy spoke to explain and clarify a number of issues raised by National Assembly deputies.

On the same afternoon, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to Chairman of the National Assembly's Law Committee Hoang Thanh Tung present a report explaining, accepting and revising the draft Law on Housing (amended).

Afterwards, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Housing (amended). During the discussion, 18 National Assembly deputies spoke, 9 deputies debated, in which the opinions of the deputies basically agreed with the content of the Report on explanation, acceptance and revision of the National Assembly Standing Committee and the content of the draft Law.

In addition, National Assembly deputies focused on discussing the following contents: General requirements for the development, management and use of housing; decision on investment policy, investment decision and investor of public housing construction investment projects. Adding people working in key positions to the subjects and conditions for renting public housing; building workers' accommodation in industrial zones. Forms of developing workers' accommodation in industrial zones; conditions for renting workers' accommodation in industrial zones. Building workers' accommodation outside industrial zones; arranging housing for resettlement.

Principles of housing development for resettlement; principles of compensation and resettlement plans; beneficiaries of social housing support policies. Regulations on the Vietnam General Confederation of Labor as the investor of social housing projects and worker accommodation in industrial zones. Forms of implementing social housing support policies; conditions for enjoying social housing support policies. Determining selling prices, lease-purchase prices, and rental prices of social housing invested in construction not using public investment capital.

Investors in social housing construction investment projects; sale, lease, lease-purchase of social housing; project types and requirements for housing construction investment projects for the people's armed forces. Types of houses and housing area standards for the people's armed forces; mini apartments. Term of use of apartment buildings; apartment building conferences; maintenance costs of apartment buildings with multiple owners; areas where foreign organizations and individuals are allowed to own houses in Vietnam; prohibited acts; explanation of terms.

At the end of the discussion session, Chairman of the National Assembly's Law Committee Hoang Thanh Tung spoke to explain and clarify a number of issues raised by National Assembly deputies.
