Russia and US begin talks in Türkiye

Delegations of Russian and US diplomats met in Türkiye to discuss issues related to the activities of the two countries' embassies in Washington and Moscow.

The talks are seen as an initial test of the possibility of resetting bilateral relations and laying the groundwork for negotiations to end the conflict in Ukraine.

The US delegation is led by Deputy Assistant Secretary of State for Russia and Central Europe, Sonata Coulter, while the Russian side is led by Alexander Darchiev, Director of the North American Department of the Russian Foreign Ministry. The Russian news agency RIA Novosti on February 27 quoted a source as saying that the talks could last from 5 to 6 hours.

The two countries expelled each other’s embassy staff during the administration of former US President Joe Biden, a period the Kremlin described as “rock bottom” in bilateral relations. President Donald Trump quickly launched negotiations with Moscow after taking office for a second term, pledging to quickly end the conflict in Ukraine.

The meeting in Istanbul, Turkey, is the next diplomatic activity between the two countries, following the phone call between President Trump and his Russian counterpart Vladimir Putin on February 12 and the meeting of the two countries' foreign ministers in the capital Riyadh, Saudi Arabia, on February 18.

Speaking to reporters before the talks, the US State Department said the talks in Türkiye would focus on diplomatic staffing in each country, visas and banking and financial services for diplomatic missions, and would not address Ukraine or political and security issues. The department's spokesman noted that the talks would be seen as a measure of Moscow's willingness to participate.

Meanwhile, Russian Foreign Minister Sergey Lavrov said the talks would focus on creating better conditions for Russian diplomats in the US as well as US diplomats in Russia, following a series of moves to expel each other's embassy staff.

Therefore, Mr. Lavrov said that the results of this negotiation will show the level of quick and effective coordination between the two sides.

Kremlin spokesman Dmitry Peskov said restoring the broken relationship with the US is a process and no quick or easy decisions can be made.

Speaking to reporters on February 27, Mr. Peskov noted: "With the political will of both sides and the willingness to listen and understand each other, we can gradually overcome this process."

Despite the limited scope of the talks, they are expected to lead to progress in the entire US-Russia relationship in areas such as nuclear disarmament and economic cooperation.
