4 districts urgently deploy tasks related to the 500 kV line project

The Chairman of the Provincial People's Committee requested the People's Committees of Ninh Giang, Thanh Mien, Gia Loc, and Binh Giang districts where the 500 kV transmission line project of Nam Dinh I - Pho Noi Thermal Power Plant passes through to urgently direct the review and proactively balance the energy land use targets to arrange for the project. Complete the procedures for approving district-level land use planning and plans according to authority, and at the same time compile statistics and send them to the Department of Natural Resources and Environment for synthesis and consultation with the Provincial People's Committee to report to the Prime Minister for supplementation (if any) according to the direction of the Prime Minister in Official Dispatch No. 965/CD-TTg dated October 13, 2023.

The above localities preside over and coordinate with the Departments of Industry and Trade, Information and Communications, Provincial Radio and Television Station, and Hai Duong Newspaper to proactively organize propaganda and mobilization so that local people clearly understand the importance and urgency of the project for national energy security, create consensus, and avoid being taken advantage of and incited by bad elements to cause local insecurity and disorder.

Preside over and coordinate with Vietnam Electricity Group, National Power Transmission Corporation (project investor) and relevant departments, branches and units to do a good job of compensation, site clearance, resettlement, ensuring people's rights; focus on site clearance and handover in advance for areas that need to be constructed early such as foundations, columns... according to regulations.

Assign the Departments of Industry and Trade, Natural Resources and Environment, Construction, Agriculture and Rural Development, Finance, Planning and Investment, and Information and Communications, based on their functions and tasks, to proactively guide, supervise, and urge the People's Committees of Ninh Giang, Thanh Mien, Gia Loc, and Binh Giang districts in the implementation process to ensure compliance with current laws; advise and report to the Provincial People's Committee to direct the timely resolution of difficulties and problems (if any).

Previously, on October 24, the Government Office sent a Notice of Conclusion of Deputy Prime Minister Tran Hong Ha at a meeting on the implementation of investment projects for the 500kV line 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen). The Notice emphasized that the 500kV line 3 project from Quang Trach to Pho Noi plays a particularly important role in improving the transmission capacity of the national power system, contributing to meeting the urgent need to ensure adequate electricity supply for the North, serving production, business and consumption of the people during the peak period of 2024 and the following years, ensuring national energy security and Vietnam's reputation with foreign investors. However, the implementation progress is still slow, with the potential risk of not ensuring the project completion time as required. Therefore, the Deputy Prime Minister requested relevant ministries, branches and localities to uphold their sense of responsibility, be more determined, coordinate more closely, and proactively resolve procedures, documents and work related to the project as quickly as possible.

The 500 kV Nam Dinh I - Pho Noi Thermal Power Plant line is 123.8 km long, passing through the provinces of Hai Duong, Nam Dinh, Thai Binh and Hung Yen. This is an important line in supplying electricity to the Northern region, especially when the hydropower plants in the North have low generation. In Hai Duong, the project passes through 4 districts of Binh Giang, Ninh Giang, Thanh Mien and Gia Loc.
