National Assembly Chairman Tran Thanh Man said that it is expected that public opinions on amending the Constitution will be collected within 1 month, summarized within 5 days, and the time for collecting opinions will be in May and June.
This morning, March 24, at the National Assembly House, Politburo member, Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man chaired the meeting of the Standing Committee of the National Assembly Party Committee.
Attending the meeting were Deputy Prime Minister Le Thanh Long; Vice Chairmen of the National Assembly: Nguyen Khac Dinh, Nguyen Duc Hai, Tran Quang Phuong, Nguyen Thi Thanh, Vu Hong Thanh.
The meeting aims to give opinions on 2 contents: Draft Project to review, amend and supplement the Constitution and laws of the State to serve the arrangement of the apparatus of the political system (according to Conclusion No. 129-KL/TW dated March 10, 2025 on the policy of amending and supplementing a number of articles of the 2013 Constitution); Draft Report on the work of perfecting institutions to serve the arrangement of the apparatus of the political system (according to the request in Document No. 13712-CV/VPTW dated March 10, 2025 of the Central Office of the Party).
The National Assembly Chairman stated that, regarding progress, according to the Politburo's request, the deadline for sending the Central Office to submit to the Politburo for consideration and comments is very urgent; urgently report to the Politburo for direction before submitting to the 11th Conference of the 13th Central Executive Committee (expected in early April 2025).
The nature and content of the work are very important, the volume of work is very large, related to the responsibilities of many agencies and organizations, associated with the policy of streamlining and reorganizing the apparatus of the political system. "The requirements are caution, objectivity, democracy, science, specificity, efficiency, requiring strict, guaranteed, quality processes and procedures, on the basis of innovation and breakthrough thinking. Regarding the mechanism, ensure the participation of experts, scientists, managers and public opinion", the National Assembly Chairman emphasized.
Accordingly, the public consultation on the content of the amendment and supplement to the Constitution will take place within 1 month. The synthesis of opinions is expected to be carried out within 5 days, the consultation period will take place in May and June. The agencies will meet continuously to ensure that any issues that are mature, clear, and proven by practical testing will be synthesized and reported to the competent authorities.
According to the National Assembly Chairman, in the past few days, the Standing Committee of the National Assembly's Committee on Law and Justice has chaired and coordinated urgently to study, absorb and revise the draft Project and the draft Report. In particular, the draft Project focuses on 6 groups of issues; the draft Report has focused on reviewing 58 Party documents, 12 articles of the 2013 Constitution and 421 legal documents. The draft Project is very elaborate, including 9 types of documents. The draft Report clearly shows the proposed options and a system of 3 appendices.
The National Assembly Chairman affirmed that, up to this point, the drafting of the Project and the draft Report has been very elaborate and methodical; the participation of relevant agencies and organizations has been more responsible, the comments sent back are sufficient, proactive, ensuring progress. Up to now, 16 agencies and organizations have sent back comments and all agree with the basic content of the Project. The reception and explanation have been carried out thoroughly.
At the meeting, delegates gave their opinions on the draft Project and draft Report.
