The Ministry of Transport has just issued Plan No. 12882/KH – BGTVT on organizing inspections of automobile transport business activities. Accordingly, the Ministry established 4 inspection teams on state management of the Department of Transport for automobile transport business activities.
Inspection Team No. 1 organized by the Inspectorate of the Ministry of Transport inspected the Departments of Transport: Vinh Phuc, Phu Tho, Bac Ninh, Bac Giang, Thai Nguyen, Quang Binh, Quang Tri, Thua Thien - Hue, Tay Ninh, Long An, Tien Giang, Vinh Long, Hau Giang, An Giang, Kien Giang.
Inspection Team No. 2 organized by the Department of Transport inspected the following Departments of Transport: Hung Yen, Lang Son, Bac Kan, Cao Bang, Tuyen Quang, Ha Giang, Nghe An, Ha Tinh, Ninh Thuan, Binh Thuan, Dong Nai, Binh Duong, Ba Ria - Vung Tau, Bac Lieu, Ca Mau.
Inspection Team No. 3 and No. 4 organized by the Vietnam Road Administration inspected the following Departments of Transport: Hanoi, Hai Phong, Hai Duong, Quang Ninh, Hoa Binh, Son La, Dien Bien, Lai Chau, Lao Cai, Yen Bai, Ha Nam, Nam Dinh, Thai Binh, Ninh Binh, Thanh Hoa, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Kon Tum, Gia Lai, Dak Lak, Dak Nong, Binh Phuoc, Lam Dong, Dong Thap, Can Tho, Soc Trang, Ben Tre, Tra Vinh, Ho Chi Minh City.
Completion date is before February 5, 2024; inspection period is from January 1, 2022 to the time of inspection.
For automobile transport business units, the Ministry of Transport assigns the Department of Transport to conduct inspections of automobile transport business units under its management (except for units that have been inspected under the direction of the Ministry of Transport in Official Dispatch No. 1416/BGTVT-VT dated February 16, 2023 on the implementation of Official Dispatch No. 43/CD-TTg dated February 14, 2023 of the Prime Minister); focusing on inspecting the implementation of regulations on traffic safety conditions of transportation business units, combined with inspecting the implementation of traffic safety assurance procedures for passenger car stations. The implementation time is to be completed before January 20, 2024.
For the Hanoi Department of Transport and the Ho Chi Minh City Department of Transport (localities with many transport businesses), develop appropriate inspection plans; in which, focus on immediately inspecting units that have had traffic accidents or have many road traffic violations.
The Ministry of Transport assigned the Ministry Inspectorate to preside over and coordinate with the Department of Transport and the Vietnam Road Administration to advise the Ministry of Transport to establish inspection teams of the Ministry of Transport to conduct inspections of the Departments of Transport in state management of automobile transport business activities.
According to the leaders of the Ministry of Transport, the purpose of this inspection is to detect inadequacies in regulations related to automobile transport business activities in order to amend, supplement or recommend competent authorities to take remedial measures and improve the institution. Thereby, improving the effectiveness and efficiency of state management; contributing to ensuring traffic order and safety and curbing road traffic accidents caused by automobile transport business vehicles. At the same time, assessing the compliance with legal regulations of entities in automobile transport business activities.
Inspection teams also have the task of preventing, detecting, correcting and handling existing violations; guiding inspected units to comply with legal regulations.
