Enliven and renew emulation movements

The announcement stated that in the past year, the Council and the Standing Committee of the Central Emulation and Reward Council have promoted their roles, actively and effectively implemented activities and successfully completed the set contents and tasks; urged ministries, departments, branches, central organizations and localities to organize and launch emulation movements, striving to successfully complete the socio-economic development goals and targets in 2023; advised and proposed the implementation of the Law on Emulation and Reward in 2022 and developed and issued documents detailing its implementation; organized and implemented activities to celebrate the 75th anniversary of President Ho Chi Minh's call for patriotic emulation with many exciting, practical and highly contagious activities, creating positive effects in society and among the people.

On the occasion of the 75th anniversary of President Ho Chi Minh's call for patriotic emulation (June 11, 1948 - June 11, 2023), the Prime Minister, Chairman of the Central Emulation and Reward Council, launched the movement "The whole country competes to build a learning society, promote lifelong learning in the period of 2023 - 2030", aiming to raise awareness and action on building a learning society, promoting lifelong learning for all people. The emulation movement "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste" has been responded to, implemented synchronously and effectively and is a bright spot in the implementation of the construction of the strategic infrastructure system. Responding to the Movement, ministries, departments, branches and localities have started and inaugurated many important infrastructure projects; In 2023 alone, 475 km of expressways will be put into use, bringing the total length of expressways to about 1,900 km. This is an important premise for the successful implementation of the goal of having 3,000 km of expressways nationwide by 2025. The emulation movements "The whole country joins hands to build new rural areas", "For the poor - No one is left behind", "Cadres, civil servants and public employees compete to practice office culture" launched by the Prime Minister continue to be the key emulation movements, the core of the emulation movements of the whole country.

In addition, ministries, departments, agencies and localities have proactively launched practical emulation movements that closely follow political tasks, focusing on: the movements "Emulation to Win", "Solidarity, Exemplary, Discipline, Flexibility, Creativity, Determination to Win" of the Ministry of National Defense; "For National Security", "Building the style of a brave, humane, serving-the-people people's police officer", the movement "Eliminating temporary and dilapidated houses" of the Ministry of Public Security; "Discipline, responsibility, solidarity, creativity, striving to emulate and excellently complete assigned political tasks" of the Ministry of Justice; "Solidarity, Discipline, Exemplary, Innovation, Creativity, Efficiency" of the Ministry of Home Affairs; the emulation movements "All people unite to build new rural areas and civilized urban areas", "Solidarity, creativity, improving productivity, quality, efficiency, international integration" of the Central Committee of the Vietnam Fatherland Front; "Good workers, creative workers" of the Vietnam General Confederation of Labor; "Implementing digital government, digital transformation" of Ho Chi Minh City; emulation "Initiatives, creativity", "Good people, good deeds", "Administrative reform" of Hanoi city,...

The work of honoring advanced models and giving rewards has been well implemented, promptly serving the country's political tasks. The President and Prime Minister have issued over 1,900 decisions to reward over 103,600 collectives and individuals with outstanding achievements... In which, the rewards are aimed at the grassroots, the subjects are farmers, workers, intellectuals, artisans...

On behalf of the Central Emulation and Reward Council, the Chairman of the Council commended and highly appreciated the spirit, responsibility and positive contributions of the Council members; ministries, departments, branches, localities, and mass organizations that responded, launched, and effectively implemented emulation movements; highly appreciated the results that the patriotic emulation movement and emulation and reward work have achieved in the past time, making important contributions to the successful implementation of the country's political tasks in 2023.

In addition to the achieved results, the emulation and reward work still has some limitations. The work of developing and submitting detailed regulations for the implementation of the Law on Emulation and Reward in 2022 is still slow (currently only 4/10 decrees have been issued...). The work of evaluating and summarizing emulation movements, propaganda work, and replicating advanced models in some places has not been focused on, is still limited, and is not implemented synchronously; the activities of emulation clusters and blocks are not uniform and have not been maintained regularly.

The causes of the above-mentioned shortcomings and limitations are both subjective and objective, in which the subjective is the main one. The awareness and actions of some Party committees and authorities on the role and motivation of the emulation movement and the reward work have not changed significantly, especially in implementing Uncle Ho's teaching "Emulation is patriotism, patriotism requires emulation"...

Lessons learned

Based on the assessment of achievements, shortcomings and limitations in emulation and reward work last year, some lessons can be drawn:

Firstly, ministries, sectors, and localities need to raise awareness and imbibe President Ho Chi Minh's teaching "The more difficult it is, the more we must compete" to mobilize the strength of the great national unity bloc to overcome all difficulties and challenges, and strive to complete the socio-economic development goals in 2024.

Second, it is necessary to closely follow the leadership of the Party, the direction and administration of the Government, based on the practical situation to organize emulation movements that closely follow the political tasks suitable for each sector, field and locality, ensuring feasibility, practicality and effectiveness, avoiding formalism associated with the responsibility of the leader. It is especially important to note that emulation and rewards are aimed at the people and for the benefit of the people, to mobilize the strength of the people in the spirit of people knowing, people discussing, people doing, people inspecting, people benefiting, contributing to the rapid and sustainable development of the country based on science, technology, innovation, green economy, digital economy, circular economy and knowledge economy.

Third, pay attention to the apparatus for emulation and reward work; improve and enhance the capacity and professional qualifications of the staff and civil servants; strengthen decentralization, delegation of authority, and reform administrative procedures in emulation and reward work.

Fourth, rewards must be correct, accurate, timely, and targeted to the right people; rewards must be linked to common interests, while at the same time being in harmony with individual interests to create vitality and nurture emulation movements.

Fifth, pay attention to inspection, supervision and evaluation work; urge the implementation of emulation movements, promptly reward, avoid launching formal movements, causing mistakes; do not let negativity and corruption occur in emulation and reward work.

The announcement emphasized that 2024 is a year of acceleration and breakthrough, which is of special importance in successfully implementing the 5-year socio-economic development plan for 2021-2025. The world and regional situation is forecast to continue to have complex and unpredictable developments. Domestically, the economy has opportunities, advantages and difficulties, challenges intertwined, but the difficulties and challenges are greater. In order to contribute to the implementation of the set goals and tasks, it is necessary to synchronously implement solutions, including promoting the extremely important role of emulation and reward work.

Launching the Movement to Eliminate Temporary and Dilapidated Houses

With that meaning, the Prime Minister requested that in the coming time, emulation and reward work needs to focus on the following main tasks:

Closely following the Government's management theme of "Discipline, responsibility, proactiveness, timelyness, accelerated creativity, sustainable efficiency", the set socio-economic development goals and targets, synchronously, focusedly, effectively implementing emulation and reward tasks associated with the political tasks of each ministry, department, branch, locality, organization, union, and individual; encouraging the spirit of daring to think, daring to do, daring to take responsibility for the common good.

Continue to launch and actively implement emulation movements, including researching and launching the emulation movement to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas; Enliven and renew the emulation movements "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste", the movement "The whole country joins hands to build new rural areas", the movement "For the poor - No one is left behind in the period 2021 - 2025", the movement "The whole country competes to build a learning society, promote lifelong learning in the period 2023 - 2030".

In addition to the above-mentioned emulation movements, the movement "Eliminate temporary and dilapidated houses by 2025" will be launched in 2 phases, with a comprehensive, all-people, and inclusive approach. The Ministry of Labor, War Invalids and Social Affairs and the Ministry of Home Affairs will closely coordinate with the Central Committee of the Vietnam Fatherland Front to organize the implementation in February 2024.

Assign the Ministry of Finance to summarize the use of the COVID-19 Vaccine Fund; on that basis, study and propose to competent authorities to use the remaining funds for the Movement "Eliminate temporary and dilapidated houses by 2025".

Effectively implement the Project "Propaganda of advanced typical examples" for the period 2022-2025; propagate and replicate advanced models, typical examples, examples of "Good people, good deeds". Closely and effectively coordinate between agencies doing emulation and reward work with information and communication agencies in discovering and propagating collectives and individuals with outstanding achievements; research and consider organizing conferences on propaganda work.

Pay attention to rewarding priority subjects with high impact such as workers, scientists, officers, soldiers of the armed forces, teachers, doctors; collectives and individuals at the grassroots level, remote areas, border areas, islands, ethnic minority areas, typical women, disadvantaged people with the will to be self-reliant and self-reliant; enterprises, entrepreneurs who are good at production and business, doing a good job in solving jobs, creating livelihoods for workers and people, actively participating in charity activities; Vietnamese collectives and individuals abroad, international friends who have made many contributions to the cause of building and defending the Fatherland...

Continue to improve institutions, mechanisms and policies on emulation and rewards; actively and effectively implement the Law on Emulation and Rewards and related regulations:

The Ministry of Home Affairs coordinates with ministries, departments, branches and localities to urgently complete the summary of the implementation of Directive No. 34-CT/TW of the Politburo on continuing to innovate emulation and reward work. On that basis, propose and report to competent authorities for consideration and decision on the issuance of new policies to continue to innovate emulation and reward work in the current situation.

Ministries and agencies shall promptly complete, submit for promulgation or promulgate under their authority documents detailing the implementation of the 2022 Law on Emulation and Commendation to improve the effectiveness of state management of emulation and commendation.

Improve the quality of activities of the Emulation and Reward Councils at all levels and sectors; further promote the role and responsibility of Council members in advising, inspecting and supervising the implementation of policies and laws on emulation and rewards.

Strengthen the Central Emulation and Reward Council, at all levels and in all sectors, to ensure representativeness and substance; promulgate the Council's Working Regulations in accordance with the 2022 Law on Emulation and Reward.

Issue the Council's 2024 action plan to ensure it is reasonable, practical and feasible.

Promote decentralization and delegation of power associated with resource allocation; ensure substance, efficiency, and focus on the grassroots; strengthen inspection, supervision, and control of power; avoid ostentation, formality, negativity, and exploitation for personal purposes and group interests.

Implementing the commendation work must ensure compliance with regulations, be timely, public, transparent, and combat negativity and group interests in emulation and commendation. Collectives and individuals who are commended must be truly exemplary, strive, innovate, be creative, and excellently complete assigned tasks; more attention should be paid to science and technology, innovation, and emerging industries.
