Disciplinary action against many Hanoi officials related to Thuan An Company

Due to violations and corruption in the construction package of Vinh Tuy Bridge phase 2, the Hanoi Party Committee's Inspection Committee has just decided to remove and dismiss many officials of the Traffic Department.

On September 25, the Hanoi Party Committee's Inspection Commission (IC) announced information on handling violations of party organizations and party members related to the bidding package "Construction of the bridge section from pier 25 to pier 47 of the Vinh Tuy bridge construction investment project phase 2", implemented by the joint venture of Thuan An Trade Construction Development Joint Stock Company (abbreviated as Thuan An Company) and Thang Long Bridge 7 Joint Stock Company.

Previously, the Hanoi Party Committee's Inspection Commission held a meeting and concluded the inspection when there were signs of violations against the Party Committee of the Traffic Committee for the 2020-2025 term and related Party members in the leadership and direction of the implementation of Party regulations and State laws for the above bidding package.

According to the conclusion of the Hanoi Party Committee's Inspection Commission, the Party Committee of the Traffic Committee seriously violated working regulations, loosened leadership and management, lacked inspection and supervision, allowing a number of leaders, cadres and Party members to seriously violate the Law on Bidding; Party regulations and State laws on preventing and combating corruption and negativity; and violated Regulation 37 of the Central Executive Committee on things Party members are not allowed to do.

The Hanoi Party Committee's Inspection Commission decided to issue a disciplinary warning to the Party Committee of the Traffic Committee for the 2020-2025 term; and remove from all Party positions Mr. Trinh Van Thanh, Deputy Head of Project Management Department 2 and Mr. Le Van Mang, an official of Project Management Department 2.

The Hanoi Party Committee's Inspection Commission also decided to warn Mr. Nguyen Chi Cuong, Party Secretary, Director of the Traffic Department and Mr. Pham Van Duan, Deputy Director of the Traffic Department.

Disciplinary reprimand for Mr. Nguyen Anh Duc, Chairman of the People's Committee of Chuong My district, former Deputy Director of the Traffic Department and Mr. Nguyen Dinh Dan, Mr. Vu Tien Binh, officials of the Project Management Department 2.

On September 24, the Standing Committee of the Hanoi Party Committee met and decided to take disciplinary action by removing from all Party positions Mr. Pham Hoang Tuan, former Director of the Traffic Department, and Mr. Do Dinh Phan, Deputy Director of the Traffic Department.

The Standing Committee of the Hanoi Party Committee also decided to remove Mr. Nguyen Chi Cuong from his position as Director of the Traffic Department and Mr. Pham Van Duan from his position as Deputy Director of the Traffic Department.

The Vinh Tuy Bridge construction project phase 2 started in early 2021, completed and opened to traffic, and put into operation in August 2023. In this project, contractor Thuan An Company joined forces with Thang Long Bridge 7 Joint Stock Company to win the bid to carry out the construction package of a part of the bridge.

The contract value of the project package is nearly 290 billion VND. Of which, Thuan An Company constructs items with a total value of more than 209 billion VND, and Thang Long Bridge 7 Joint Stock Company is more than 80 billion VND.

On April 15, the Investigation Police Agency of the Ministry of Public Security initiated a case of violating bidding regulations causing serious consequences; giving and receiving bribes occurring at Thuan An Company and related units and organizations.

The police agency also issued decisions to prosecute the accused, arrest warrants for temporary detention, and search warrants for 6 people.
