After 23 days of serious, urgent, scientific, democratic and highly responsible work, on the afternoon of June 24, the 5th Session of the 15th National Assembly completed the entire proposed program.

The highlight of the legislative work of the 5th session was that the National Assembly voted to pass 8 laws and 17 resolutions, all with a very high approval rate; gave initial opinions on 8 draft laws, and discussed and resolved many other important contents.

Thus, with the results of legislative work at this Session, up to now, the National Assembly, National Assembly agencies, relevant agencies and organizations have completed 112/137 legislative research tasks of the entire XV term, reaching a rate of 81.8%.

It can be said that to achieve such important results, from the beginning of the 15th National Assembly term until now, despite facing many difficulties due to the impact of the COVID-19 pandemic, the complicated and unpredictable developments of the world and regional situation, and many new issues arising, the National Assembly, the National Assembly Standing Committee, the Government, relevant agencies and organizations have closely followed reality, resolutely directed, been proactive, flexible, had many new, creative and effective ways of doing things, promoted responsibility with a proactive spirit, and participated "early, from afar."

The National Assembly Chairman said that the National Assembly Standing Committee, in coordination with the Government, the Supreme People's Court, the Supreme People's Procuracy, and relevant agencies and organizations, will organize a conference to disseminate and implement the laws and resolutions passed at this session in the third quarter of this year.

Along with that, we will simultaneously review and urge the implementation of laws and resolutions issued by the National Assembly and the National Assembly Standing Committee since the beginning of the 15th term and will make this content a periodic activity after each session of the National Assembly.

This is a new way to help the laws and resolutions passed by the National Assembly at this Session soon come into effect and become effective, ensuring the requirement of "closely linking law-making with law enforcement, ensuring that laws are implemented fairly, strictly, consistently, promptly, effectively and efficiently."

At the same time, at the closing session of the 5th Session, National Assembly Chairman Vuong Dinh Hue emphasized the need to continue tightening discipline, order, and strengthening the prevention and fight against corruption and negativity in law-making; absolutely not allowing the situation of "policy corruption", integrating "group interests", and local interests of state management agencies in legal documents or only favoring the management agencies without properly considering the legitimate rights and interests of people and businesses.

Monitoring is the key and central step.

Along with legislative work, the innovations, improvements and important results achieved in the National Assembly's supervisory work in recent times have further affirmed that supervision is the central and key step in innovating and improving the quality and effectiveness of the National Assembly's operations.

This is also an important basis for research agencies to propose to the National Assembly to decide on important issues of the country and amend and perfect the legal system, including the Law on Supervisory Activities of the National Assembly and People's Councils, which will be considered, amended and supplemented in the coming time.

From the supreme supervision on the topic "Mobilization, management and use of resources for COVID-19 prevention and control, implementation of policies and laws on grassroots health and preventive medicine," the National Assembly pointed out and requested to overcome shortcomings, limitations, weaknesses and shortcomings in the management and use of resources for COVID-19 prevention and control and in the implementation of policies and laws on grassroots health and preventive medicine.

Along with that, it is necessary to speed up the preparation and submission to the National Assembly for amendments, supplements or new promulgation of laws such as the Law on Health Insurance, the Law on Pharmacy, the Law on Prevention and Control of Infectious Diseases, the Law on Medical Equipment, the Law on Food Safety and laws related to primary health care and preventive medicine.

The National Assembly also requested to urgently review, synthesize, and classify to thoroughly handle the backlog and problems in the management, use, and settlement of resources for COVID-19 prevention and control; strengthen the capacity to provide basic health care and preventive medicine services; improve the capacity to prevent and control epidemics and diseases associated with training and improving the quality of human resources in the health sector and investing in completing and upgrading facilities and equipment for basic health care and preventive medicine, etc.

With the motto of continuing to innovate methods and ways of organizing questioning and answering questions, the National Assembly Standing Committee has directed the Secretary General of the National Assembly and agencies to deploy preparation work very early so that the selection of questioning issues is thorough, careful, and in accordance with legal regulations.

The National Assembly spent 2.5 days questioning members of the Government on four groups of areas including Labor, War Invalids and Social Affairs, Ethnic Affairs, Science and Technology, and Transport. These are four major groups of issues selected from 136 groups of issues related to the management areas of 20 Ministries, ministerial-level agencies, and opinions and recommendations of voters and people sent to the 5th Session.

The issues questioned and many other issues raised by voters, people, and National Assembly deputies have been given attention and promoted for resolution by the Government, the Prime Minister, ministries, and branches, creating a change right before the questioning session, receiving the consensus of National Assembly deputies, voters, and public opinion.

The National Assembly passed a Resolution on questioning activities at the Session, specifically identifying targets, tasks, solutions and completion deadlines, as a basis for monitoring implementation, requiring the Government, the Prime Minister, ministers and heads of sectors to strictly implement commitments to the National Assembly and voters nationwide, both promptly and effectively overcoming immediate weaknesses and limitations, and creating substantial, fundamental and long-term changes in each field being questioned.

Meeting practical requirements better and better

During the 5th Session, the National Assembly spent a lot of time discussing the Government's reports and submissions on the additional assessment of the results of the implementation of the Socio-Economic Development Plan and State Budget for 2022; the implementation of the Socio-Economic Development Plan and State Budget estimates for 2023.

The National Assembly highly appreciated the direction and drastic implementation of tasks and solutions of the Government, the Prime Minister, all levels, sectors and localities, and commended the efforts of the business community and people of all walks of life who have basically completed all socio-economic development tasks and the state budget in 2022 with high GDP growth (8.02%) and low CPI inflation (3.15%).

National Assembly Chairman Vuong Dinh Hue delivers closing speech at the Session

Along with efforts to improve the legal system, enhance the effectiveness and efficiency of supervision, at this session, the National Assembly promptly made many very important decisions to promote socio-economic recovery and development and support people and businesses. These include continuing to reduce the value-added tax rate by 2% until the end of 2023 to stimulate demand and promote the domestic market; allowing the continued allocation of the remaining VND 100,000 billion of the medium-term public investment plan from the central budget for the 2021-2025 period, the Socio-economic Recovery and Development Program and National Target Programs to ministries, central agencies and localities to supplement additional capital for the economy.

The National Assembly allows flexible capital adjustment between tasks and projects of the Socio-Economic Recovery and Development Program and tasks and projects under the Medium-Term Public Investment Plan for the 2021-2025 period to accelerate the allocation and disbursement of public investment capital; fundamentally amend and supplement procedures and regulations on entry and exit of Vietnamese citizens and foreigners in Vietnam to create maximum convenience for citizens and stimulate tourism...

Recognizing the difficulties and challenges, the National Assembly and the Government are determined to adhere to the goals and targets set for 2023. The National Assembly requests the Government, relevant agencies, levels and sectors to continue to synchronously, promptly and comprehensively implement policies, tasks and solutions according to the goals set by the Party Central Committee, the National Assembly and the Government.

Along with that is improving the capacity to analyze and forecast the domestic and international situation, having quick and appropriate policy responses, operating solutions that are close to reality, specific, and highly feasible to maintain and consolidate the macroeconomic foundation, control inflation, and enhance the economy's adaptability and resilience to negative external impacts.

In an effort to achieve economic and social goals and targets, in his closing speech, National Assembly Chairman Vuong Dinh Hue emphasized the need to continue to do well in social security and welfare work, taking care of people with revolutionary contributions; harmoniously combining economic development with culture, society and the environment; promoting foreign affairs and international integration, strengthening national defense and security, maintaining political stability, order and social safety in all situations, proactively and effectively responding to the harsh developments of climate change, preventing and combating natural disasters and epidemics, etc.

To fundamentally resolve the shortcomings of mechanisms and policies, the National Assembly decided to assign the Government to preside over and coordinate with National Assembly agencies, relevant agencies, and localities to review the system of legal documents; specifically identify unclear, contradictory, overlapping, or deficient provisions, problems in laws, decrees, circulars, and guiding documents, etc.; report the review results at the 6th Session of the National Assembly (October 2023); promptly direct the amendment and supplementation of sub-law documents that are no longer appropriate, and recommend the National Assembly and the National Assembly Standing Committee to amend, supplement, and promulgate new laws and resolutions.

At the 5th Session, to ensure the highest quality of the contents submitted to the National Assembly for consideration and approval, in the one-week period between the two sessions of the session, the agencies of the National Assembly, the Government, relevant agencies and organizations worked urgently and continuously. The National Assembly Standing Committee held meetings for 4 days to give opinions, receive and thoroughly explain the opinions of National Assembly deputies on draft laws and draft resolutions, especially on major issues, contents with different opinions as well as on legislative techniques, provisions on law application, transition, etc.

Representatives of the People's Councils of 63 provinces and cities attended to directly monitor a number of plenary sessions of the National Assembly, continuing to further strengthen the relationship of coordination, close ties and sharing of operational experiences of elected bodies at the central and local levels.

In the closing session, National Assembly Chairman Vuong Dinh Hue asked National Assembly deputies to promptly report to voters nationwide on the results of the session, regularly maintain close contact, listen to and honestly reflect voters' opinions and aspirations, encourage people to well implement the Party's guidelines and policies, the State's policies and laws; actively supervise the organization and implementation of the Constitution and laws, including the laws and resolutions recently passed by the National Assembly at this session.

With the achieved results, it can be affirmed that the 5th Session of the 15th National Assembly was a great success, continuing to innovate and create, increasingly better meeting practical requirements.
