Solemn opening of the 5th Session, 15th National Assembly

Leaders, former leaders of the Party, State and National Assembly delegates attended the opening ceremony.

At exactly 9:00 a.m. on May 22, the 5th Session of the 15th National Assembly solemnly opened at Dien Hong Hall, National Assembly House, Hanoi Capital.

The opening session was broadcast live by Voice of Vietnam (VOV1), Vietnam Television (VTV1) and Vietnam National Assembly Television for voters and people nationwide to follow.

Before the opening session, leaders of the Party, State, Vietnam Fatherland Front, and National Assembly deputies laid wreaths and visited President Ho Chi Minh's Mausoleum.

At this session, the National Assembly will consider and approve 8 draft laws and 3 draft resolutions, including the Law on Consumer Rights Protection (amended); Law on Bidding (amended); Law on Prices (amended); Law on Electronic Transactions (amended); Law on Cooperatives (amended); Law on Civil Defense; Law amending and supplementing a number of articles of the Law on People's Public Security; Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam; Resolution on the Law and Ordinance Development Program for 2024, adjusting the Law and Ordinance Development Program for 2023; Resolution amending and supplementing Resolution No. 85/2014/QH13 dated November 28, 2014 on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly and People's Councils; Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

The National Assembly will consider and comment on nine draft laws, including the Land Law (amended) (second opinion); the Real Estate Business Law (amended); the Housing Law (amended); the Water Resources Law (amended); the Telecommunications Law (amended); the Law on Management and Protection of National Defense Works and Military Zones; the Citizen Identification Law (amended); the Law on Credit Institutions (amended); and the Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

The National Assembly considers and gives opinions on socio-economic issues, the State budget, supervision and other important issues.

Specifically, the National Assembly will consider reports on additional assessments of the results of the implementation of the socio-economic development plan and the State budget in 2022; the implementation of the socio-economic development plan and the State budget in the first months of 2023; approve the State budget settlement in 2021; and consider the Report on thrift practice and waste prevention in 2022.

Overview of the opening session

The National Assembly supervises the mobilization, management and use of resources for COVID-19 prevention and control; the implementation of policies and laws on grassroots health care and preventive medicine.

The National Assembly will consider and approve the Resolutions on the Supervision Program and the establishment of the National Assembly's Thematic Supervision Team in 2024; consider and decide on adjusting the investment policy of the Ka Pet Reservoir Project in Ham Thuan Nam District, Binh Thuan Province; consider and decide on the investment policy of the Road Project from National Highway 27C to Provincial Road DT.707 in Khanh Hoa Province - connecting with Lam Dong and Ninh Thuan; consider and decide on continuing to allocate medium-term public investment capital and capital of the Socio-Economic Recovery and Development Program; consider and decide on adjusting and supplementing the charter capital for the Vietnam Bank for Agriculture and Rural Development.

The National Assembly listened to the Central Committee of the Vietnam Fatherland Front report summarizing opinions and recommendations of voters and people sent to the 5th Session of the 15th National Assembly; reviewed the report on the results of supervising the settlement of voters' recommendations sent to the 4th Session of the 15th National Assembly; conducted questions and answers; reviewed and approved the Resolution of the 5th Session of the 15th National Assembly (including the content on adjusting the investment policy of the Ka Pet Reservoir Project; adjusting and supplementing the charter capital for the Vietnam Bank for Agriculture and Rural Development; reducing value added tax).

The National Assembly discusses personnel work; considers and decides on a number of other important issues (if any).

The 5th session has a huge workload, many important contents, high requirements on quality and completion progress.

With a proactive, early, and remote spirit, and the close direction of National Assembly Chairman Vuong Dinh Hue and the National Assembly Standing Committee, the National Assembly agencies have closely coordinated with Government agencies throughout the preparation process to ensure the highest quality of the content submitted to the National Assembly.
